Job Description & Responsibilities:

Compliance Specialist (CS) will review and make determinations on household eligibility based on specific government requirements and company resident selection criteria. The CS will also review applications generated on site for completeness and accuracy per established written guidelines. This position will work closely with staff at assigned properties to ensure applications and annual re-certifications are processed in a prompt, accurate and timely fashion. This position requires a very detail-orientated individual with excellent organizational skills. The Compliance Specialist will adhere to and be familiar with non-discrimination policies as defined by the Fair Housing Laws. Compliance objectives will be achieved by:

Understanding specific program requirements and guidelines for each assigned property. Ensuring that all resident paperwork and documentation is complete and accurate. Providing site staff with assistance and expertise in preparing for regulatory agency file audits and operational reviews. Providing ongoing training and support to the property on-site teams. Ensuring compliance with specific program guidelines on a property-by-property basis. Assisting with the preparation and review of required regulatory agency and owner reports, both quarterly and annually. Assisting with preparation of responses to findings from operational reviews or file audits. Ensuring that first-year files on new lease-ups are accurate and complete.

The Compliance Specialist will also have responsibility for assisting with new property acquisitions by developing baseline audits and completing file reviews.

Experience/Skills Minimum of 2 years of experience in the multifamily industry is required. Minimum of 2 years of experience with the LIHTC, HUD and RD programs. Knowledge of the specific regulatory requirements for each assigned property. Experience with Yardi property management software preferred. Proficiency with the Microsoft Office suite of products - Word, Excel, PowerPoint, Outlook Special Requirements Excellent oral and written communication skills Excellent organizational and time management skills Strong interpersonal and consensus-building skills Excellent training skills Ability to conduct property audits and on-site reviews as needed. Excellent mathematical reasoning skills -- must be able to calculate ratios and percentages used to process and validate application materials related to HUD, LIHTC, HOME, and other tenant certification requirements Ability to travel overnight by air or by car at least two times per month. Ability to lift up to 20 pounds

Skills & Qualifications:

Low Income Housing Tax Credit (LIHTC) Compliance Ensure compliance with minimum set-asides outlined in the 8609's, Land Use Restriction Agreement (LURA), and Extended Use Agreements executed for each property. Ensure ongoing compliance with all government program requirements and regulations for assigned properties. Articulate standards and file audit requirements in a clear and professional manner. Assist on-site property management staff with oversight and monitoring resident activities and programs to ensure compliance with the LURA. Monitor property waiting lists for program compliance. Monitor and ensure prompt implementation of new program income limits and utility allowances. Assist with calculations of new utility allowances, maximum rent guidelines and other annually updated materials. Assist on-site staff with preparation for regulatory agency operational reviews and file audits. Review any non-compliance or 8823 forms to determine what corrections need to be made and implements a process for getting them corrected. 2.

HUD Compliance

Ensure compliance with the requirements of HUD Handbook 4350.3 - Occupancy Requirements of Subsidized Multifamily Programs. Understand the unique requirements of all HUD programs covered by HUD Handbook 4350.3 including: Section 221 (d) (3) BMIR Section 236 RAP Rent Supplement Section 8 Project Based Assistance

Monitor and ensure prompt implementation of new program income limits and utility allowances. Ensure that managers perform all of the necessary tasks according to established timeframes for annual recertifications. Monitor EIV reports, procedures Review EIV income reports and compliance Complete monthly EIV zero income checks Review EIV discrepancy reports Review and monitor each property's EIV Master File Assist with processing assistance termination certifications Ensure compliance with VAWA requirements Complete TRACS processing Process and reconcile voucher Review and resolve discrepancies Assist with contract renewals, OCAF and utility allowances Process gross rent increases and utility allowance in the PM system Send gross rent 50059s to managers File Review

Ensure that all resident files are complete and accurate with respect to: Original resident application Move-in recertification Third-party verifications Annual recertifications Initial lease Unit inspections form Utility allowance Correct calculations for annual income, assets, medical expenses Ensure that all resident files are properly set-up for review by HUD, the state agency and/or Contract Administrator Provide new move-in file review and on-going monitoring of existing resident compliance Review all applications and annual certification paperwork and either approve/deny applicants based on specific program compliance guidelines by the next business day of receipt Review and monitor compliance policies and procedures on property wait lists Conduct pre-audits of properties in preparation for scheduled file audits and inspections Conduct an end of lease-up check to ensure that permanent first year files contain all approved paperwork Complete an initial file audit and review for new property takeovers Report all missing and incomplete documentation on each resident file Identify corrections necessary for each resident file to be in compliance with program requirements Training Attend training seminars presented by apartment associations, HUD, NAHMA and/or state housing agencies to ensure that HGPS is complying with any new program requirements. Train property management staff on program and guidelines Assists with providing training in conjunction with negotiated consulting contracts with housing authorities going through RAD conversions. Reporting Maintain a schedule/calendar of required compliance reporting due dates for multiple funding and government agencies Ensure adequate records of all communication with lenders, regulatory agencies, limited partners, and other investors are kept on file Assist in the preparation of monthly, quarterly, and annual reports required by various programs or government entities ensuring that deadlines are met or exceeded. Work with assigned Regional Property Manager to generate a response to any audit findings received from a monitoring agency. Customer and Client Service

Provides general compliance consulting and technical assistance, as needed, at the request of clients. Maintains high standards of customer service including being courteous and discreet. Communicates proactively with on-site and corporate personnel. Works in a collaborative way to achieve positive results. Completes special projects as required.
