ABOUT THE POSITION
There is one (1) fully benefited, three-year position (75 hours bi-weekly) available in the CUPA Division.
The Certified Unified Program Agency (CUPA) is the consolidation of six state-regulated environmental programs into one program under CalEPA. The goal of the CUPA is to achieve consistency, consolidation, and coordination in the regulation of the six programs through education, community and industry outreach, inspections and enforcement.
The Hazardous Materials Specialist II (HMS) ensures compliance with laws and regulations pertaining to business facilities that handle hazardous materials and hazardous waste and operate above or underground storage tanks. The HMS conducts complex compliance inspections at facilities of varying sizes, addresses CERS submittals, issues violations, and initiates enforcement actions.
The HMS responds and can take lead on spill notifications and emergency response to incidents involving hazardous chemical releases. The HMS is responsible for analyzing and interpreting statistical data and writing clear and concise reports. Works independently on complicated CUPA projects as directed by the Program Manager. ABOUT YOU Our Highly Qualified Candidate: Is a self-starting, independent individual capable of working in a team-oriented environment. The candidate has directly related experience with CUPA and identifying problems, assessing alternative courses of action, and exercising sound reasoning in order to arrive at logical conclusions.
The candidate must have personal and professional integrity; be highly organized; possess excellent communication and interpersonal skills; approach work with enthusiasm; and demonstrate a strong commitment to empowerment through communication, collaboration and cooperation.
The candidate understands the laws and regulations pertaining to the CUPA programs and has experience negotiating. The HMS candidate must be able to work independently, collaboratively and successfully with coworkers, local fire departments, law enforcement agencies, State agencies, local government agencies, regulated facilities and others contacted through the course of work.
QUALIFICATIONS Knowledge of:
Concepts, principles and procedures of hazardous materials and waste identification, storage and contamination mitigation. Methods and techniques of inspections and investigations. Applicable laws, codes and regulations; principles and techniques of preparing effective written informational or educational materials; emergency response procedures for hazardous materials and wastes. Enforcement and response agencies within the County for hazardous materials and hazardous wastes. Computer applications related to the work; business arithmetic. Standard office practices and procedures, including filing and the operation of standard office equipment. Techniques for dealing with the public, in person and over the telephone. Ability to:
Learn and perform professional hazardous materials inspection and enforcement work in a variety of assigned areas; Interpret, apply and explain applicable laws, codes and regulations. Detect hazardous conditions and obtain compliance through education and/or legal action; maintain accurate records and files; Prepare clear and concise reports, correspondence and other written materials. Carry assigned analytical projects through, from data gathering to completion. Use initiative and independent judgment within established procedural guidelines. Plan and direct the work of others on a project basis. Use tact, discretion and prudence in dealing with those contacted in the course of the work. Work without close supervision in standard work situations. Establish and maintain effective working relationships with those contacted in the course of the work; and work in a standard office situation and perform field inspections. MINIMUM QUALIFICATIONS Equivalent to graduation from a four year college or university with a major in environmental health, biology or other physical science, chemistry or a field related to the work. Experience in inspecting hazardous materials sites and enforcing applicable regulations may be substituted for the education on a year for year basis to a maximum of two years.
Two years in inspecting hazardous materials sites and enforcing applicable regulations at a level equivalent to the County's class of Hazardous Materials Specialist I.
Certificates and Licenses: Candidates must possess the following certificates at time of application. Employees must maintain valid certifications and licenses throughout employment with the County of Marin.
