Position Description

Anne Arundel County Government is currently hiring for a full-time permanent, safety-sensitive Watershed Protection and Restoration Inspector (Environmental Control Inspector)

position in the Office of Inspections and Permits.

This involves skilled work in securing and maintaining compliance with County, State, and Federal codes and regulations governing erosion and sediment controls, stormwater management, construction and maintenance, environmental restoration construction, illicit discharge investigations, and drainage/runoff concern investigations.

NATURE AND VARIETY OF WORK Work involves responsibility for effecting compliance with legally established codes and regulations for the county soil erosion and sedimentation programs. Work includes the application of discretion and judgment in the interpretation of pertinent codes and regulations and in making inspections. Work is performed under general supervision within established policies, regulations, and technical guidelines, and is reviewed by a superior through conferences and reports. Examples of Duties and Knowledge, Skills and Abilities

Conducts erosion and sediment control inspections; conducts stormwater management maintenance inspections; conducts construction meetings/inspections; makes minor field adjustments in plans; investigates illicit discharge complaints, drainage complaints, and code violations. Reviews and interprets approved plans. Ensures compliance with approved plans, monitors site outfalls, and investigates and inspects receiving channels downstream of each approved outfall or discharge point for visible signs of erosion or sedimentation. Advises contractors, landowners, and others on erosion and sediment control, as well as stormwater management codes and regulations. Assists in the review of permit applications and issuance of permits; investigates possible or actual problems and complaints; and initiates corrective actions. Prepares written inspection reports per County Code; maintains necessary records and reports; and attends seminars. Reviews and assists in the review of applications and issued permits; investigates possible or actual problems and complaints; and initiates corrective actions. Completes daily worksheets, inspection reports, complaint forms, issue notices of field correction, notices of violation, and stop work orders. Collects evidence, both written and photographic, to document violations of permitted and illicit discharges, approved plans, and ordinances. Maintains permit and field files, both electronic and paper. Assist the supervisor to ensure compliance with Federal, State, and County environmental laws, policies, and regulations, and monitoring and reporting requirements are being met. Performs inspections and undertakes investigations in response to alleged violations of the Anne Arundel County Code. Reviews and reports site conditions to determine if infractions of applicable codes exist. Works with the office of law and other agencies as appropriate for code enforcement. Performs related work as required. KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of erosion and sediment control methods and techniques, stormwater management facilities, illicit discharge complaints, drainage complaints, and drainage improvements. Considerable knowledge of construction methods and inspection procedures. Ability to inspect complex construction projects for compliance with erosion and sediment control and stormwater management regulations. Ability to investigate and inspect channel deficiencies and identify areas in need of outfall restoration or rehabilitation. Ability to read and evaluate complex grading and construction plans. Ability to enforce and interpret regulations with firmness, tact, and impartiality. Ability to plan, assign, and supervise the work of subordinate inspectors. Ability to establish and maintain effective working relationships with other County departments, contractors, land owners, and the public-at-large. Ability to communicate effectively, both orally and in writing. Minimum Qualifications

Education:

Graduation from high school, including or supplemented by courses in map reading. Experience:

Two (2) or more years of experience in erosion control practices and infrastructure installations or a related field; a Maryland certificate in training for erosion control or ability to obtain the certificate within six months of hire; and a valid non-commercial Class C motor vehicle operator's license.

Preference will be given to candidates with the following: Experience with computer programs, specifically Excel, Word, PowerPoint, Google Workspace, GIS, and databases Experience conducting stormwater management construction inspections and stormwater management maintenance inspections. Inspection experience in enforcing compliance with legally established codes and regulations for stormwater management, and erosion and sediment control programs. Knowledge and experience with stormwater runoff and stormwater management techniques. Stormwater BMPs Inspection and Maintenance certification/training.
