Description

The Division of Streets & Bridges is currently seeking a Staff Technician II position that will perform all financial duties by entering, reviewing, and auditing procurement documents for the division in the City’s financial system. The Staff Technician II will be assisting with budget preparation, monitoring budget accounts, and maintaining inventory control. Performing general administrative duties such as data entry, customer service, as well as supporting the division during emergency operations, such as storms, and ice and snow recovery.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Storm Water System and Waste Management and Recycling Systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.

The Division of Streets & Bridges strives to make vehicle and pedestrian traffic throughout Norfolk pleasant and safe by repairing potholes, road repairs, broken sidewalks, curbs, and gutters. The Division is also responsible for grading shoulders and medians and responding to emergencies by removing ice, snow, and storm debris.

Essential Functions

Essential functions include but are not limited to:

Performs financial duties by entering data into the financial system, maintaining files, reviewing invoices for payment and consulting with vendors regarding accounts. Knowledge of Advantage Financial Management System a plus.

Assists with budget preparation by making recommendations.

Monitors and tracks all contracts for the division.

Monitors all budgetary accounts for the division by reviewing financial system and files.

Gather and analyze data and prepare statistical and financial reports.

Assists with divisional and storehouse inventory control by receiving documents for payments, receiving, and tagging merchandise, preparing reports, and restocking supplies.

Prepares paperwork for the annual fixed asset inventory.

Assists with monitoring the facility and equipment maintenance by entering work orders for repairs.

Performs administrative duties by answering and directing telephone inquiries from both internal and external customers, typing, compiling data, and keeping logs for reports, filing documents, processing various reports, and maintaining files.

Greets visitors and represents the organization in a professional manner.

Processes and distributes mail.

Supports staff with other clerical duties as requested or assigned.

Performs emergency weather recovery by providing administrative and clerical support to the operational staff during an emergency operation. Must be able to work assigned shifts.

Operates computer, calculator, copy machine, facsimile machine, and multi-line telephone. Must have good Microsoft office suite skills including excel, outlook, and word.

Requires the ability to follow verbal and written instructions. Work will require long hours in front of a computer screen. Must be able to stand, bend, lift, reach and stoop to maintain files.

Education/Experience

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with an associate degree, diploma or equivalent. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

One years experience as support staff.

Experience in using Advantage Financial Management System is desired.

Additional Information & Requirements

Must possess a valid driver’s license. Must provide a copy of the Division of Motor Vehicles driving record during the interview (must be obtained within 30 days of interview).

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
