Job Description

Overview:

The Senior Development Manager is primarily responsible for directing community development operations through oversight of project teams consisting of internal and external resources, including managing the planning, design, permitting, construction and turnover of community improvements along with receiving approvals from regulating authorities and preparing/managing budgets and cost controls. This position will have a lead role in evaluating ongoing production and planning operations, operations team performance, servicing efficiency, cost control reporting, and delivery of product to serve sales objectives. These responsibilities are carried out both through completion of specific tasks, as well as directing and coaching operations support staff.

Key Deliverables:

Define and execute project objectives aligned with corporate strategy and community development goals

Lead cross-functional collaboration with internal teams, regulatory bodies, advocacy groups, and joint venture partners

Represent organizational interests in external forums to advance business planning and development outcomes

Oversee end-to-end land development processes-from feasibility analysis and entitlement through design, construction, and municipal turnover

Drive planning and engineering workflows to meet milestones, permitting requirements, and servicing targets

Champion continuous improvement across development operations, fostering a culture of collaboration and accountability

Source, evaluate, and recommend consultants and contractors; cultivate high-trust relationships to ensure quality delivery

Provide leadership and mentorship to Project Coordinators and consultant teams, ensuring alignment with project vision and standards

Negotiate and manage service contracts, scopes, and performance metrics across disciplines

Direct the creation and refinement of site plans, civil and landscape designs, and architectural documentation

Implement design guidelines and support the Design Review Committee in evaluating builder submissions

Ensure design integrity, cost efficiency, and compliance with project vision and regulatory standards

Partner with Construction Managers to define bid scopes, evaluate field changes, and manage change orders

Ensure construction activities meet safety, environmental, and regulatory requirements

Maintain site readiness and documentation for Health, Safety, Security, and Environmental compliance

Coordinate final inspections, as-built documentation, and turnover of lots and infrastructure to builders and municipalities

Liaise with HOAs for landscape and hardscape conveyance; ensure all turnover materials are complete and accurate

Support final acceptance processes and ensure stakeholder satisfaction at project closeout

Develop and manage project budgets, cash flows, and financial forecasts across all phases of development

Monitor cost controls, analyze variances, and collaborate with Accounting on adjustments and reporting

What You'll Bring:

Bachelor's degree in civil engineering, landscape architecture, or construction management

Minimum 10 years of experience in horizontal design and construction, with deep expertise in engineering, landscape, planning, value engineering, plan review, cost estimating, scheduling, budget/cash flow management, permitting, and process optimization

Proven success in land development and homebuilding within the Phoenix Metro market

Demonstrated strategic thinking, commercial acumen, and advanced analytical capabilities

Strong influencing, negotiation, interpersonal, and communication skills to drive high-quality outcomes

Entrepreneurial mindset with a natural curiosity and drive for innovation

Proficient in financial proformas and the impact of land development on investment performance

Deep understanding of the U.S. design and construction ecosystem, with broad knowledge of real estate development

Skilled in collaborating with technically trained consultants and contractors to ensure alignment and delivery

Effective communicator across diverse governmental and quasi-governmental agencies

Collaborative team contributor with the ability to lead, manage, and mentor cross-functional talent

Willingness to travel between corporate offices, project sites, and agency meetings as needed

Comfortable conducting frequent site inspections, including exposure to active construction zones and varying weather conditions
