Application architects are responsible for designing, developing and implementing applications for computer systems. They must direct the development process from conception to completion and oversee the efforts of all associated technical staff.

Job Title: ArcGIS Geospatial Architect & Governance Lead

Location: Austin, TX

Department: Health and Human Services - Office of Data Analytics & Performance

Position Overview:

We are seeking an experienced ArcGIS Geospatial Architect and Development Lead to drive data analytics projects involving Medicaid and CHIP clients and provider data. This role will architect and oversee the development, integration, and governance of enterprise GIS solutions, ensuring alignment with organizational strategies, data policies, and public health objectives. The ideal candidate will combine technical expertise in Esri ArcGIS, leadership in geospatial data governance and data management, as well as a strong understanding of Health and Human Services Medicaid program delivery.

Key Responsibilities: • Lead the design, implementation, and governance of ArcGIS-based geospatial solutions for mapping healthcare clients and provider locations, ensuring data quality, security, and compliance with state and federal policies and procedures. • Develop and maintain geospatial data architectures, workflows, and metadata standards to support enterprise mapping and analytics needs. • Coordinate and collaborate with internal teams, external partners, and stakeholders to gather requirements, define governance frameworks, and ensure effective data sharing and integration. • Oversee the creation and management of GIS datasets, including demographic, socioeconomic, health, and program data, ensuring accuracy and completeness. • Mentor and guide GIS analysts and developers, providing best practices for spatial analysis, web mapping, and data visualization using ArcGIS tools. • As the single point of contact for the IT organization, collaborate and coordinate with GIS data analysts and data scientists to:

Establish and enforce geospatial data management policies, documentation standards, and quality assurance processes.

Conduct Advise and oversee advanced spatial analyses to inform public health initiatives and track compliance to contract requirements.

Prepare and present technical reports, dashboards, and interactive web maps for executive leadership and external stakeholders.

Required Qualifications: • Bachelor's or master's degree in Geography, GIS, Computer Science, Public Health, or related field. • 7+ years of professional experience in GIS, with at least 3 years in a lead or architect role in cloud architectures, preferably in health, human services, or government sectors. • Expert-level proficiency in Esri ArcGIS (including ArcGIS Pro Advanced database management and network analyst toolboxes), including data management, geocoding, spatial analysis, and web mapping application development. • 5+ years of experience working with SQL Server Enterprise Geodatabases leveraging ArcGIS tools for management of geospatial data. • 5+ years of experience with Python and SQL, including writing functions and procedures. • 2+ years of experience working in an agile/scrum development lifecycle environment. • Demonstrated experience in geospatial governance, including policy development, stakeholder engagement, and decision-making frameworks. • Strong knowledge of data management principles, metadata standards, and data quality assurance. • Excellent communication, technical writing, and stakeholder management skills. • Ability to manage multiple projects, prioritize tasks, and work independently.

Preferred Qualifications: • Familiarity with Medicaid, public health, or social services programs, systems and datasets. • Certifications in GIS (e.g., Esri Enterprise System Design Professional, Esri ArcGIS Enterprise Administration Professional, GISP). • Experience leveraging machine learning and LLMs for data extraction, cleaning, and documentation • GeoAI for spatial data analysis and prediction and/or generative AI to enhance various aspects of Geospatial Analytics Platforms. • Experience with Snowflake Data Warehouses, especially as a source/target for ArcGIS integrations. • Custom web-based application interfaces and tools.

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

On Site . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

Texas Health and Human Services Commission . V. OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE

Services are expected to start on or around November 17, 2025 and are expected to completed by August 31, 2026. Total estimated hours per candidate shall not exceed 1,500 hours for FY26.

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 4601 N. Guadalupe, Austin, Texas 78751.

Position is ONSITE at the location listed above (NO REMOTE WORK). Program will only accept LOCAL ONLY candidates for this position (Within 50-mile radius). **Subject to change per the hiring team**

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must lready reside in Texas.
