Description

Highly responsible position that assists the Solid Waste Services Manager with administrative tasks. The incumbent's duties involve considerable public contact and require the exercise of independent judgement, confidentiality, tact, and diplomacy when interacting with officials, the public, and staff. Additional responsibilities include complex tasks involving coordination of the department's projects/ activities, record keeping, administrative detail, special projects, research, follow up functions, frequent communication with all levels of County government and external agencies. Examples of Duties

The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

Coordinates the daily activities of supervisory support staff in the Landfill department including appointment calendars. Investigates and resolves customer complaints pertaining to general issues within the department. Escalates issues to the Solid Waste Services Manager as needed. Coordinates the processing of the department's confidential information such as payroll, interviewing, hiring and termination, FMLA, short-term and long-term disability, and worker's compensation. Prepares all travel accommodations. Prepares employee evaluations and maintains employee personnel files. Receives, screens, and prioritizes high volumes of calls. Advises Solid Waste Services Manager and Supervisory staff of time sensitive requests. Attends meetings, conference and functions, takes notes and prepares minutes as required. Prepares detailed reports, spreadsheets, presentations, correspondence and documents as needed. Creates and maintains specialized office files. files letters, reports, and related technical information in the prescribed manner. Assembles information for other's use. Prepares, oversees, tracks and processes Public Records Requests. Responds to requests for information in a timely manner. Creates agenda items for County Commission meetings. Tracks the review and approval process of all Solid Waste Department agenda items to ensure the approval process deadline is met. Prepares agenda packet for Solid Waste Services Manager. Designated as a contact person to submit work orders to the County's Information Technology department on behalf of staff. Responsibilities include assessing the problem and coordinating internal assistance or issuing of a work order. Coordinates all building activities including remodels, inspections, pest control, and maintenance. Coordinates National Incident Management System Training as well as TREEO training for personnel. Provide customer service that is helpful, knowledgeable and of the highest integrity including up-to-date tipping fees and universal garbage pick up information. Provides change/bank run for scale house as needed. Maintains department postage machine.

Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Typical Qualifications

Minimum Qualifications

Education: Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED). Graduation from an accredited college (preferred). Experience: Three (3) years of work experience involving responsible administrative/clerical duties including the operation of a personal computer.

Must possess or be able to obtain within six (6) months NIMS/FEMA certifications. IS-00700.a. IS-00200.a. IS-00100.a.

Licenses, Certifications, or Registrations

Must possess and maintain a valid Florida Driver's License and be insurable by current insurance carrier.

A combination of education, training and experience may be substituted at the County's discretion.

Required Competencies

Knowledge of business English, spelling and punctuation, in order to prepare documents and compose letters, etc. Knowledge of secretarial procedures and office practices and procedures. Ability to interpret contracts, rules and regulations. Knowledge of proper business telephone techniques and etiquette. Knowledge of the Department and its policies, procedures and practices. Ability to establish and maintain effective working relationships with employees and the public. Ability to input and retrieve information from a computer. Ability to effectively organize and maintain complex office file systems. Ability to communicate with the public, county staff, co-workers, and professional consultants, in a professional and helpful manner. Ability to work on multiple tasks simultaneously, independently as well as with others. Skill in the operation of a PC, keyboard and typewriter. Skill in proofreading and correcting documents for punctuation, spelling and grammatical errors. Knowledge of overall functions and operation of County Government. Ability to prioritize and organize schedules of the Solid Waste Services Manager when required. Knowledge of common computer software. Possess the ability to work without constant supervision and initiative to follow-up on tasks.

Physical Demands

While performing the duties of this job, the employee is required to sit, stand, walk, bend, talk, and hear; handle repetitive motion. Work is sedentary and exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects is required.

Environmental Conditions

Work is performed primarily in an office setting however environment may become noisy due to heavy equipment operations at the Landfill.
