Summary

The Community Service Supervisor 2 provides direct supervision for a team of Protective Service Care Managers engaged in the delivery of the Older Adult Protective Services program and is responsible for programmatic oversight and day-to-day operational implementation of the Older Adult Protective Services program ensuring Department compliance with mandated services. Community Service Supervisor 2 may also provide oversight and management as per State regulations to ensure Department compliance for one or both of the following programs: ?Veterans' Directed Home & Community-Based Services ?Domiciliary Care Home Certification This position serves in the capacity of Deputy Director in the absence of the Deputy Director to ensure appropriate continued operation and management of the Community Service Unit. This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History.

A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

A criminal background check is required.

Essential Duties

Provides oversight and management for the Department's Older Adult Protective Services program. - Conducts regularly scheduled supervisory conferences (on an individual, group or combination basis) with each worker supervised. Conferences may include one or more of the following components, as appropriate: Review and discussion of individual work responsibilities, task prioritization, special project assignments and/or training needs. Review of newly assigned cases to ensure that investigation occurs on a timely basis. Review of ongoing cases to ensure that appropriate follow-up and/or intervention is taking place, including regularly scheduled monitoring contacts and reassessments. Provision of direction/consultation with difficult or complex cases. This involves assistance in diagnosing and evaluating problem situations as well as recommending approaches and techniques for resolving problems. - Reviews, approves, and processes, as appropriate, case referrals, assessments, reassessments, care plans and/or other consumer related documents completed by workers supervised. - Confirms with selected provider that they are able to provide service in the type, scope, amount, duration and frequency as listed in the consumer's service plan. - Ensures that workers supervised maintain up-to-date, complete and accurate case record documents, both written and computerized. - Ensures that professional social work values and principles are consistently upheld by workers supervised in their interactions with consumers, families, community organizations, and the general public. - Ensures adherence by workers supervised to appropriate policies and procedures related to provision of programmatic delivery of service to consumers. - Reviews correspondence, reports, and records of workers supervised, as appropriate. ? Where appropriate and necessary, accompanies and assists workers supervised in carrying out a consumer home visit, family meeting, inter-agency meeting, or similar consumer-oriented activity. - Assists with the interviewing and selection process for new workers who will be under the supervision of the Community Service Supervisor 2. - Provides training and orientation for newly hired workers who will be under the supervision of the Community Service Supervisor 2 and newly hired workers who require Older Adult Protective Services training. - Recommends and approves on-going training sessions to be attended by workers supervised. - Responds to consumer/family needs, questions and/or emergencies on behalf of each worker supervised, as appropriate, when the worker is not available in the office. - Conducts on-going performance review and evaluation of workers supervised on a regular basis, with completion of a standardized performance review at minimum annually. - Provides effective coordination and efficient operations of the Older Adult Protective Services program. - Assists in the preparation, writing, and periodic monitoring of annual program-related plans and budgets, as appropriate. - Assists in the development and maintenance of effective working relationships with other community agencies and resources. - Development and implementation of appropriate program-related policies and procedures. - Ensures programmatic compliance with all relevant federal, state, and local policies and procedures. - Attends and participates in Community Service Program staff meetings, supervisory team meetings, Review Team meetings, and other departmental convened meetings, as appropriate and requested. - Participates as assigned in special projects, committees, and/or task forces related to improvement/enhancement of relevant services. - Attends and participates in relevant training sessions. - Represents the department at community meetings, conferences, and speaking engagements, as requested. - Community Service Supervisor 2 is required to attend a mandatory 3-day Protective Services training and annual enrichment. (Note: 3-day training may require overnight travel.) Once trained, Community Service Supervisor 2 will be required to provide supervision of on-call after hours protective services staff including holidays and weekends on a rotational basis. - Provides after hours and in-office on-call coverage, as required. - Prepares correspondence, reports and records, as appropriate and necessary. - Travels to complete face-to-face consumer interviews, attend trainings/conferences and other meetings as required. - Provides administrative and programmatic support to the Deputy Director and acts in the capacity of the Deputy Director in her/his absence. - Performs other related tasks, as required. Qualifications/Preferred Skills, Knowledge & Experience

Minimum Requirements: Three years of direct aging care management experience, 1 year of supervisory experience and a bachelor's degree from an accredited college or university which includes or is supplemented by 12 semester hours of college level courses in sociology, social welfare, psychology, gerontology, or other related social sciences or an equivalent combination of education and experience. Knowledge of casework principles and methods. Knowledge of current social, economic and health problems and community resources as related to older adults. Knowledge of individual and group behavior and ways of working effectively with older adults who have social, economic, emotional and/or health problems. Knowledge of the basic principles and methods of program interpretation and community organization. Knowledge of basic principles and practices of supervision. Skill in the development of plans to address the needs of vulnerable older adults. Ability to work effectively with older adults and to aid them to grow in the constructive use of their potential in adjusting to their specific problems. Ability to evaluate work of subordinates and to provide technical assistance and guidance. Ability to orient and instruct subordinates on procedures, techniques, laws and regulations. Ability to establish and maintain effective working relationships with consumers, other members of the staff, outside agencies and institutions and the general public. Accurate and detail oriented with strong verbal and written communication skills. Knowledge of current social, economic and health problems and community resources as related to older adults. Knowledge of individual and group behavior and ways of working effectively with older adults who have social, economic, emotional and/or health problems. Skill in the development of plans to address the needs of vulnerable older adults. Flexible, with an ability to carry multiple projects and tasks to completion Able to use common sense judgement when giving written or verbal instructions. Exhibits a strong work ethic and a willingness to learn new tasks. Professionalism, integrity, and honesty with an ability to handle confidential matters. Preferred Skills, Knowledge & Experience: Bachelor's degree in social work or another related field. Five or more years of job-related experience with two years in a supervisory role. General knowledge and understanding of County of Chester policies and procedures. Additional Information

Basic Outlook Skills (email and calendar) Physical Demands: While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, the employee will need to stand; walk; climb stairs; push, lift or carry items; and taste or smell. On rare occasions, the employee will need to reach above shoulders; work with arms above shoulder height; bend at the waist or work bent at the waist; kneel, stoop, crouch or squat; and twist or rotate at the waist. There are no special vision requirements listed for this position. Work Environment: The noise level in the work environment is usually quiet to moderate. Other: Valid driver's license and use of a private vehicle. Must be able to travel to visit consumers in their own home, hospital, nursing home or other community settings, attend trainings/conferences and other meetings as required.
