The Director of Human Resources (HR) is responsible for the overall management of the HR department, including employment, compensation, benefits administration, employee relations, policy implementation, compliance, Title IX (Deputy Coordinator) and employee events coordination.

The Director of HR reports to the Vice President, Business and Administrative Services and provides supervision to the HR Generalist and Benefits Coordinator. Examples of Duties

Provide information and general assistance to faculty, staff and the public regarding HR policies, procedures and processes; answer questions and provide information regarding personnel actions, employee records, recruitment and related matters. Meet with employees and supervisors to address concerns, resolve problems or matters arising from situations at work and strengthen relationships. Manage the recruitment, selection and retention process. Prepare goals, objectives, budget, Unit Action Plan (UAP) and Administrative Unit Review (AUR) for the HR Office. Develop and implement HR strategies and policies that align with the college's overall organizational objectives, working closely with senior management. Develop appropriate rules and procedures for the operation, maintenance and management of the office; provide necessary reports of the office's activities. Serve as the Liaison for the Strategic Plan Team 1.2 - Employees. Act as key member of the Emergency Response Plan (ERP). Responsible for personnel policies and procedures including the College's Diversity Plan; Affordable Care Act; Americans with Disabilities Act (ADA); Affirmative Action; Title IX; Workers' Compensation; and Unlawful Harassment. Respond to sensitive complaints and requests for information from the public, students, faculty and staff; assist in interpreting and applying personnel policies and procedures. Provide the appropriate documentation for public record or Freedom of Information Act (FOIA) requests to the Director of Communications and Marketing, or their designee, for response to the agency. Develop and manage the HR department's budget. Supervise HR personnel, oversee daily workflows, and provide guidance to the HR team. Analyze HR data to measure the performance of HR programs and initiatives, providing insights for strategic decision-making. Manage and oversee the college's personnel systems including classification, compensation and performance appraisal. Conduct salary surveys, revise job classifications, and ensure the job evaluation point factor system is current. Additionally, provide support to the President regarding personnel matters as appropriate. Schedule HR training for faculty and staff. Coordinate new employee orientations in collaboration with the HR team. Coordinate the Staff Council nomination process. Complete paperwork with departing employees and conduct exit interviews as needed. Unique:

Prepare for the Board of Trustees information, all personnel changes on full-time employees. Provide staff support on a variety of boards and committees; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources. Verify and review materials for completeness and conformance with established regulations and procedures. Prepare and coordinate all HR reporting to external agencies (Staff Information/IPEDS/Workers' Compensation/Public Records request); prepare correspondence and memorandums in support of human resources functions. Perform other duties as assigned by the Vice President, Business and Administrative Services.

Typical Qualifications

Required:

Bachelor's degree from a regionally accredited college or university with major course work in business administration or a related field. Over three years of administrative experience in human resources.

Knowledge, Skills & Abilities Knowledge of:

Basic principles, practices and procedures of human resource management. Personnel policies and procedures applicable to the College. Classification and compensation practices and concepts. Procedures and policies of the recruitment process. English usage, spelling, grammar and punctuation. Recordkeeping methods and procedures. Office procedures, methods and computer equipment. Pertinent Federal, State and local laws, codes and regulations. The community college system and a commitment to its mission. Ability to:

Use a computer efficiently, especially standard office software. Communicate effectively both orally and in writing. Analyze HR data and workforce trends to inform strategy and decision-making. Perform a variety of professional duties in support of HR functions. Participate in the recruitment process. Process personnel action forms. Collect and compile information and data for a variety of reports. Perform mathematical calculations quickly and accurately. Type or word process at a speed necessary for adequate job performance. Work independently in the absence of supervision. Maintain confidentiality of work. Establish and maintain cooperative working relationships with those contacted in the course of work. Maintain mental capacity which allows for effective interaction and communication with others.
