Description

The Systems Applications Specialist/Administrator oversees and leads the strategic implementation, integration, and continuous improvement of the City's Capital Improvement and Asset Management Program through the use of enterprise project and asset management platforms, including, but not limited to, Utility Construct (e-Builder) and Cityworks. This position ensures that these systems align with departmental operations, and planning by supporting project and procurement management, streamline workflows, and facilitating data management to enable informed decision-making asset planning Examples of Duties

Manage full lifecycle implementation of Unity Construct (e-Builder), including configuration, user setup, permissions, and workflow customization Oversee technical administration of Cityworks, ensuring alignment with department asset management needs Coordinate cross-departmental input to define system requirements and performance expectations Lead testing, user training, and deployment efforts during implementation, as well as new releases of system upgrades Coordinate system updates, patches and performance monitoring IT and vendors Develop workflows and automation strategies to increase efficiency and eliminate redundancy between systems Collaborate with multiple departments to leverage platforms for procurement enhancement, record storage, capital project management and asset planning Integrate GIS and other data sources to enhance system utility and analytics capabilities Design and maintain dashboards and reports for operational and executive use Conduct regular assessments and make recommendations for system improvements and enhancements Serve as primary liaison between software vendors, IT staff, department users, design engineers, architects, and project contractors Provide end-user support, training materials, and help-desk guidance for system-related inquiries Facilitate meetings, workshops, and update briefings for leadership and project teams Act as a point-of-contact with software vendors for updates, bug fixes, feature requests, and support issues Maintain system documentation including standard operating procedures (SOPs), training guides, and change logs Ensure that data accuracy, security, and access protocols comply with City of Wildwood policies and industry best practices Monitor user adoption and perform quality checks to verify accurate input and use of the platforms Analyze how systems are used and recommend or implement changes to improve workflows, reduce redundancy, and enhance efficiency All other tasks as assigned Typical Qualifications

Bachelor's Degree in Computer Science, Information Systems, Public Administration, Engineering, or a related field Minimum of three (3) years of experience managing enterprise systems like e-Builder, Cityworks, or other municipal software platforms Proven experience with asset management systems, project management platforms, GIS software and/or similar technologies An equivalent combination of training, education, or experience Possession and maintenance of a valid Florida Driver's License Strong understanding of system integration, data structures, and workflow design Demonstrated ability to lead implementations, manage vendors, and provide user support Excellent communication, analytical, and project management skills
