DC Child and Family Services Agency (CFSA) is seeking a highly skilled and experienced Data conversion and Data Migration Lead to join our team and play a critical role in the successful migration of data from Oracle to Dynamics 365 for our child welfare information system. As a Data Conversion and Data Migration Lead, you will work closely with business staff and system integration vendors to ensure a smooth and efficient transition of data while maintaining data integrity and accuracy.
Work Arraignment: CFSA require four days onsite work.
Responsibilities:
Develop and execute a comprehensive data conversion and migration strategy and plan, ensuring the successful transfer of data from Oracle to Dynamics 365.
Collaborate with business stakeholders to understand data requirements, mapping, and transformation needs, ensuring alignment with the child welfare information system's objectives.
Lead and coordinate data conversion and migration activities, working closely with the system integration vendor and internal teams to ensure timely and accurate execution of migration tasks, including developing a data migration checklist.
Perform data profiling and analysis to identify data quality issues, data gaps, and potential risks during the migration process.
Define and enforce data migration standards, best practices, and governance policies to maintain data integrity and consistency.
Develop and execute data validation and reconciliation strategies to verify the accuracy and completeness of migrated data.
Monitor and troubleshoot data migration issues, resolving any technical or functional challenges that may arise during the migration process.
Collaborate with stakeholders to develop data migration documentation, including migration plans, data mapping, data retention, transformation rules, and data quality reports.
Conduct training sessions and provide guidance to business staff and Functional Quality Assurance staff on identifying migrated data in target solutions, data migration processes, and best practices.
Stay up-to-date with industry trends and advancements in data migration methodologies and tools, recommending improvements to enhance the overall migration process.
Submit status information and maintain close working relationship with CFSA staff and contractors
Education and Professional Qualifications
Experience with SACWIS and CCWIS: At least 10 years of experience with both SACWIS and CCWIS systems is crucial. This includes understanding the data structures, functionalities, and workflows of both systems.
Data Migration and Conversion Experience: Proven experience in leading large-scale data migration or conversion projects. This includes experience with data mapping, data cleansing, data transformation, and data validation.
Technical Skills: Proficiency in SQL and experience with database management systems like Oracle or SQL Server. Knowledge of ETL (Extract, Transform, Load) tools can also be beneficial.
Project Management: Experience in managing projects using methodologies like Agile or Waterfall. Project Management Professional (PMP) certification can be an added advantage.
Communication Skills: Excellent communication skills to effectively collaborate with various stakeholders including developers, analysts, end-users, and management.
Problem-Solving Skills: Strong analytical and problem-solving skills to identify issues during the data migration process and implement effective solutions.
Minimum Education/Certification Requirements:
Bachelor's degree in Computer Science, Information Systems, or a related field. Advanced degree is a plus.

Proven experience (over 15 years) in leading data migration projects, preferably in a complex enterprise environment.
Strong understanding of data conversion and data migration concepts, methodologies, and best practices.
Expertise in data profiling, data cleansing, and data quality assessment.
Experience working with Oracle and Dynamics 365 or other similar enterprise systems.
Proficiency in SQL and data manipulation languages.
Excellent project management skills with the ability to prioritize tasks and meet deadlines.
Strong analytical and problem-solving abilities, with a keen attention to detail.
