The successful candidate may be offered a position in either the Security Engineer or the Senior Security Engineer classification. The salary range for the Security Engineer is $103,830 - $129,787 annually; for the Senior Security Engineer position, it is $114,473 - $143,091 annually.

The City of Plano's Technology Solutions Department is hiring a Security Engineer or Senior Security Engineer to design and build the next generation of civic defenses-not just maintain what exists. Ideal candidate: a challenge-seeking builder who thrives at pace, outsmarts adversaries, automates at scale, and turns complex risks into resilient designs, clear decisions, and calm incident leadership.

In this role you'll architect, implement, and continually elevate protections across the City's critical digital infrastructure. You'll drive initiatives such as Zero Trust, advanced incident response, and data security at scale, ensuring the safety, integrity, and resilience of services our community counts on.

Beyond hands-on engineering, you'll serve as a trusted advisor and force multiplier-shaping security strategy, mentoring colleagues, and embedding a culture of cybersecurity across departments. About the Role

As a Security Engineer, you will play a pivotal role in ensuring that the City of Plano maintains strong, reliable, and adaptable security practices. Reporting directly to the Chief Information Security Officer (CISO), you will collaborate with a team of security engineers, infrastructure engineers, and operational staff to design, build, and manage enterprise-class security solutions.

You will be expected to balance strategic oversight with hands-on expertise, contributing to everything from security architecture development and incident response to compliance management and employee awareness training. The successful candidate will be a self-driven and motivated professional who thrives in dynamic environments and can communicate effectively with both technical and non-technical stakeholders.

Tools & Technologies

The Senior Security Engineer will utilize a comprehensive set of security tools and frameworks, including but not limited to:

Vulnerability Management platforms for proactive risk reduction. Incident Response and Forensics solutions for rapid detection, containment, and recovery. Zero Trust Technologies including platforms such as Netskope and Zscaler to strengthen perimeter-less security. Endpoint Security and Firewalls for ensuring device and network protection. Cloud Security Tools covering Azure, AWS, and SaaS/IaaS environments. Identity and Access Management (IAM) and Data Loss Prevention (DLP) for safeguarding sensitive data and controlling access. Security Awareness Training and Phishing Campaigns to reduce human risk factors. Intrusion Detection/Prevention (IDS/IPS) and Web Application Firewalls. Metrics Delivery and Reporting from Managed Security Service Providers (MSSPs). Key Roles & Responsibilities

The Senior Security Engineer will be expected to undertake a wide range of duties to safeguard the City's digital assets. These responsibilities include, but are not limited to:

Security Strategy, Architecture, and Engineering: Develop and maintain enterprise security architecture consistent with Zero Trust principles. Engineer trusted systems that ensure confidentiality, integrity, and availability across all city-controlled digital assets. Collaborate with other departments to align security standards with the City's broader technology framework. Security Operations and Monitoring: Partner closely with MSSP to identify areas of opportunities, verify if SLAs are met (MTTD, MTTR), threat intel sharing. Configure and manage enterprise firewalls, proxy systems, IDS/IPS, logging, and other security devices. Lead the development of security use cases to detect insider threats and external cyberattacks. Incident Response and Risk Mitigation: Lead the City's response to cybersecurity incidents by identifying, containing, and remediating threats. Conduct vulnerability assessments, penetration testing, and forensic analysis to strengthen defenses. Document findings through comprehensive reports that inform leadership and guide strategic improvements. Governance, Risk, and Compliance: Ensure compliance with established frameworks and standards such as NIST CSF, PCI, and CJIS. Provide input into audits, policy development, and third-party risk assessments to ensure robust governance practices. Participate in the change management process, assessing security consequences of proposed technology changes. Awareness and Training: Drive the development and delivery of citywide security awareness training programs and phishing simulation campaigns. Promote a culture of security-first thinking across all departments. Collaboration and Leadership: Serve as a mentor and subject-matter expert to junior engineers and analysts. Partner with IT, application, and business teams to embed security principles into projects and day-to-day operations. Required Skills and Qualifications

A minimum of eight (8) years of experience in information security infrastructure support with at least 3 years in Cybersecurity operations, and at least ten (10) years of overall IT experience. Demonstrated expertise in security architecture, network defense, endpoint protection, and data security. Hands-on experience with incident response, vulnerability management, security monitoring, and scanning tools. Must have knowledge to write Incident Response Plan, Security Playbooks Solid knowledge of Zero Trust, IAM, DLP, and intrusion detection/prevention systems. Strong knowledge of networking protocols (TCP/IP, HTTPS, DNS, VPN, etc.) and enterprise firewall technologies. Bachelor's degree in computer science, Information Security, or a related field (or equivalent experience). Excellent communication skills with the ability to explain complex concepts in user-friendly terms. Strong analytical reasoning, critical thinking, and project management skills. Proven ability to work independently and collaboratively in high-pressure environments. Desired Skills and Qualifications

Professional certifications such as CEH, CCSP, GCIH, OSCP, or equivalent. Experience in cloud security across Azure, AWS, and Salesforce environments. Familiarity with security governance, risk, and compliance frameworks. Scripting or programming experience with tools such as Python, PowerShell, or Ruby. Experience supporting large organizations with 2000+ users. Demonstrated ability to thrive in agile and adaptive environments. Conditions of Employment

The successful candidate must pass a drug test, driver's license verification, and criminal background check, with periodic CJIS background checks if required. A valid Texas Class C driver's license may be required within 30 days of hire.
