The Manager of Governance will manage TriWest's data quality and governance program and ensure enterprise data assets meet business requirements, stakeholder needs, and are compliant with regulatory and contract requirements. This role ensures that data is accurate, consistent, secure, and used appropriately across the organization to support patient care, regulatory compliance, analytics, and business operations. The Manager will partner closely with business stakeholders, data stewards, IT, and compliance leaders to drive adoption of governance policies, standards, and tools. Education & Experience Required:
Bachelors degree in Computer Information System, Business Data Analytics, Business or related degree or equivalent experience U.S. Citizenship Must be able to receive a favorable Interim and adjudicated final Department of Defense (DOD) clearance 5+ years of experience in data governance, with at least 3 years in a management role People leadership experience to include hiring, training, coaching and performance management of leadership staff Knowledge of modern data platforms (Databricks, Snowflake, SQL, Azure/AWS/Google Cloud Platform), data catalog tools (Collibra, Alation, Purview), and governance frameworks; ability to work with Legal and Compliance teams regarding data quality and governance recommendations on relevant topics related to cyber law Experience leading data stewardship programs and implementing enterprise data governance frameworks Proven track record of implementing data governance initiatives
Preferred:
Knowledge of Healthcare Data (claims, provider, member); Knowledge of intelligence gathering principles, policies, procedures including legal authorities and restrictions
Key Responsibilities
Under the leadership of the Director of Data Architecture and Governance, create and manage Data Quality and Governance practice across TriWest data operations in support of the VA and DHA contractual obligations, including the management of how data quality is reviewed, reported and addressed for intake, warehousing and reporting of data. Work closely with directors in Enterprise Data in support of their operational data workflows as they relate to data quality and governance. Propose, develop and implement data governance and quality strategies that align with the organization's overall goals and objectives; identify key data quality metrics, develop data governance policies and procedures, and implement programs to improve data quality and compliance. Manage the day-to-day operations of the data quality and governance department, including staff management, regulatory compliance, and process improvements. Conduct data quality assessments to identify potential issues (accuracy, completeness, consistency) and develop improvement strategies accordingly. Develop data governance policies and procedures to ensure compliant and consistent data management across the organization. Collaborate with IT, legal, and compliance teams to align the data governance and quality program with organizational goals. Manage relationships with third-party vendors supporting the data governance and quality program (e.g., data quality software vendors). Ensure compliance with all regulatory requirements related to data privacy and security. Drive adoption of data catalog, glossary, and classification tools (e.g., Azure Purview, Collibra, Alation or similar); provide business requirements for tools and support their implementation and optimization.
