San Francisco Bay Area Rapid Transit District (BART) seeks to fill an Assistant Chief Infrastructure Delivery Officer in the Technology and Systems Engineering Department. This director-level position leads a portfolio including Computer Systems, Communications, Train Control, Fare Collection, and Systems & Data Analytics. The role focuses on sustaining a state of good repair while delivering strategic support for service reliability, modernization, and technology-driven innovation. The incumbent will guide engineering managers and staff, oversee complex infrastructure delivery initiatives, and champion modernization and integration of major operational technology activities. Responsibilities
Provide strategic planning and leadership of engineering, construction management, and program management; serve as cross-department liaison to support safe, reliable asset management and operations. Assume full management responsibility for all assigned infrastructure assets, across single or multiple asset categories. Create organizational constructs to enable new measurement systems and adopt innovative methodologies for root cause analysis for engineers, managers, and staff. Design, test, implement, and execute measuring systems for advanced troubleshooting and analyses. Develop and implement departmental goals, objectives, policies, and priorities for each assigned infrastructure delivery division; supervise staff accordingly. Establish service and staffing levels in district policy; monitor and evaluate efficiency and effectiveness of service delivery; allocate resources as needed. Plan and coordinate work through subordinate staff; assign projects and responsibilities; ensure safety program compliance; monitor workload and identify improvements. Develop and optimize business management systems; use data to inform management decisions and measure performance; ensure compliance with processes. Execute proactive and predictive maintenance programs; define safety standards; manage data-driven analysis; apply reliability-centered maintenance; plan interdisciplinary work and optimize materials management. Oversee engineering projects and major contracts; apply design best practices to meet safety and customer needs; employ project management practices to optimize delivery; oversee internal, consultant, and contracted staff. Stay abreast of trends in systems engineering; provide strategic direction on research, analysis, development, and implementation of new technology; resolve complex technical problems. Develop and administer the departmental budget; forecast staffing, equipment, materials, and supplies; approve expenditures and adjust budgets as needed. Coordinate labor relations issues for designated personnel, including investigations, grievances, arbitrations, contracting notifications, and negotiations. Recruit, train, motivate, and evaluate staff; provide or coordinate training; address deficiencies and administer appropriate discipline when necessary. Monitor developments and legislation related to responsibilities; assess impact on District operations and recommend policy improvements. Represent the District to manufacturers, vendors, government agencies, and professional organizations; coordinate with other departments and external entities. Provide staff support to the Chief Engineer and participate in District management committees; prepare staff reports and correspondence. Qualifications
The most qualified candidate will possess deep technical expertise and business/management acumen beyond the minimum qualifications in the areas below, reinforced by related work experience and detailed during the selection process. Minimum Qualifications
Education:
Bachelor's Degree in Engineering or a related field from an accredited college or university. Experience:
The equivalent of seven (7) years of full-time professional verifiable experience in engineering management, Project Delivery, Construction Management, or related field, including at least three (3) years of management responsibility. Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred. Knowledge And Skills

Data-driven decision making and performance measurement. Developing departmental goals, objectives, and procedures; adjusting policies as needed. Stakeholder communication, conflict resolution, and relationship management. Project management, budgeting, and financial reporting. Interpreting and applying Federal, State, and local policies, laws, and regulations. Clear and concise written and verbal communication; establishing effective working relationships.
