Role: IT Project Manager Journeyman POP: 12+ Months, Contract Location: Elizabeth City, NC (On-site) Scope

The IT Project Manager will oversee and coordinate initiatives involving configuration lifecycle tracking, software/hardware baseline control, audit readiness, and Agile DevSecOps system integration. This position serves as a key interface between stakeholders, development teams, and configuration specialists to ensure the successful delivery of mission-critical enterprise IT capabilities. Required Skills Bachelors or Associates degree in Computer Science, Math, Information Technology, Engineering, or related field. Two (2) years of directly relevant experience may substitute for one (1) year of formal education. CompTIA Security+ required PMP Certification required Minimum of two (2) years of experience providing technical direction and project management. Minimum of one (1) year of supervisory experience in addition to the two (2) years of experience listed above. Minimum of two (2) years experience with change management and process improvements. Demonstrated experience in leading IT projects involving system integration, configuration management, or software sustainment within enterprise environments. Strong working knowledge of Agile DevSecOps workflows and the tools used to manage them (Jira, Bitbucket, Confluence). Ability to analyze project risks, track deliverables, and coordinate schedules across technical and functional domains. Excellent stakeholder management, communication, and problem-solving skills in a collaborative, deadline-driven environment. Understanding of configuration control principles and change management best practices within DHS or DoD environments. Experience working with technical documentation, sprint artifacts, and system lifecycle documentation.

Preferred Skills

Experience supporting mission systems within DHS or DoD environments preferred. Additional certifications (Scrum Master (CSM), Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, or other equivalent certifications) are a plus.

Tasks

Plan, initiate, and manage configuration management-centric IT projects, ensuring successful coordination of schedules, resources, and deliverables. Lead cross-functional teams to support the development, deployment, and sustainment of enterprise applications and CM tools under strict configuration control requirements. Coordinate and facilitate Agile ceremonies including sprint planning, backlog grooming, and retrospectives in support of CM deliverables and enhancements. Serve as a liaison between functional leads, developers, cybersecurity specialists, and Configuration Control Boards (CCBs) to manage change requests and impact analyses. Track progress of configuration baselines, software versions, and asset lifecycle records through tools such as Jira, Confluence, Bitbucket, and Kubernetes. Develop and maintain Program Management Plans (PMPs) and Technical Specification Plans (TSPs) for CM activities to guide execution and ensure alignment with SOW requirements. Support the implementation of CM governance frameworks including policy updates, process documentation, version tracking, and audit trail preservation. Manage project risks, schedule deviations, and dependencies related to configuration changes, system integration, and compliance enforcement. Provide regular status updates, performance reports, and risk assessments to leadership and external stakeholders. Assist with cost estimation, LOE documentation, and resource forecasting for configuration control and CMDB enhancement efforts. Monitor contractor task execution and ensure deliverables are in compliance with RMF, NIST 800-53, DHS 4300A, and Section 508. All other duties as assigned by management.
