The Idaho Department of Environmental Quality (DEQ) is hiring a Municipal Cwa Compliance Officer Analyst 3 for the Surface & Wastewater Division. Salary Range: $32.00-$34.50 Responsibilities: Perform IPDES compliance inspection activities: Conduct on-site inspections of facilities to determine compliance with IPDES permits for biosolids, Pretreatment, and MS4 programs. Review of required reporting, annual reports, and other records for compliance. Determination of compliance with rules and permit conditions. Prepare inspection reports, compliance letters, and determinations to ensure adherence to biosolids, Pretreatment, and MS4 program requirements. Total travel is 15-20% Perform IPDES compliance enforcement Activities: Evaluate compliance and recommend solutions to noncompliance events and activities. Initiate informal enforcement actions when appropriate. Provide enforcement documentation and recommendations to the Municipal Cwa Programs Supervisor for review. Participate in enforcement negotiations. Completion of letter correspondence such as noncompliance letters. Perform IPDES compliance assistance activities: Provide compliance assistance to enhance and promote compliance. Review draft IPDES MS4 general permit as assigned, Biosolids Management Plans, and development of wastewater Pretreatment programs. Assist with Pretreatment program development and implementation by coordinating with local agencies and industries as directed. Conduct permit hand-offs for new or modified permits. Participate in the development and enhancement of statewide IPDES program elements. Respond to public questions and environmental concerns: Respond to public inquiries, addressing general permitting questions related to biosolids, Pretreatment, and MS4, and providing guidance on wastewater disposal options for new businesses or projects. Perform IPDES Program Support: Coordinate with other DEQ programs, including wastewater, surface water, hazardous waste, and solid waste, as well as the State Health Department, Department of Agriculture, and Tribal Governments. Maintain working knowledge of the IPDES rules and general permits requirements. Provide timely updates and status reports to the Municipal Cwa Programs Supervisor, including a summary of the current noncompliance status for facilities and progress on completing targeted inspections. Participate in ongoing discussions to improve customer service in the IPDES program. Minimum Qualifications: Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. AND at least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. Required Specialty Minimum Qualification DEQ 3127 Inspections - IPDES Good knowledge of scientific principles regarding wastewater treatment, industrial wastewater management; AND/OR storm water management that has been gained through possession of a college degree in the biological sciences, chemistry, geology, environmental health/science, engineering, or a closely related field; AND two (2) years of full time work experience: Conducting wastewater and/or storm water inspections, including determining facility compliance with permits, applicable rules and statutes, and investigating citizen complaints as a major function of my job; OR Developing NPDES or IPDES permits for municipal or industrial sources at a governmental regulatory agency; OR Preparing NPDES or IPDES permit applications at a consulting firm; OR As a responsible charge operator of a major segment of a system at a Class II or higher system for wastewater treatment; OR Possession of an unrelated degree or a combination of education and experience equivalent to a four-year undergraduate degree AND four (4) years of full-time experience as described above. Education and Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR each two (2) years of qualifying work experience as described in the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university. Physical Requirements (with or without reasonable accommodations): Ability to sit and work on a computer for 2-4 hours at a time. Some periods of heavy reading and typing are required. Some travel may be required. Must have a valid driver's license. Ability to climb ladders, staircases, work on uneven terrain. Ability to work in adverse or inclement weather. Ability to work in extreme hot or cold temperatures both outside and inside. Ability to work on elevated instrument platforms, ladders, etc. Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain. Occasional travel required. May work in the vicinity of loud noise. May be required to travel and stay overnight in remote areas May come into contact with hazardous waste/materials.
