The Emergency Services Dispatcher, under direct supervision during training period and under occasional to limited supervision thereafter, performs entry level to advanced communication services including emergency and non-emergency incoming calls for police, fire, medical services. Receives calls and radio transmissions, evaluates urgency, dispatches resources, monitors responding units, disseminates critical information and maintains an accurate record of activities. At the higher levels, trains and reviews the work of and assumes a leadership role for less senior dispatchers. May be assigned to supervise activities of communication personnel in the absence of the Communications Center Manager . Examples of Essential Duties and Responsibilities

The list below is intended to be illustrative of the responsibilities of the position and not all encompassing. The duties are on a rotating shift basis. The Town may change these duties at any time.

Receives and is responsible for emergency and non-emergency incoming calls, determines urgency of calls and dispatches proper law enforcement, fire, ambulance or municipal service, makes other notifications as needed. Communicates with various callers to obtain complete information to determine urgency and need for dispatching police, fire, medical or other response. Maintains contact with officers/responders noting locations, activity, and officer comments into the Computer Aided Dispatch (CAD) system and monitors for officer safety. Gives emergency medical instructions, as outlined in protocol, while dispatching appropriate services. Enters all calls for service into Computer Aided Dispatch (CAD) system including phone cases, call-backs, fire and ambulance calls. Receives and transmits radio traffic to multiple agencies on multiple channels; relays information to proper channels for response. Coordinates multi-jurisdictional communications with other agencies during incidents. Monitors panic alarms in municipal buildings and hospital; monitors CCTV security system. Maintains on call duty rosters for the municipal utilities, streets division, parks division, Victim Advocates, CO Parks and Wildlife officers, and RMNP Rangers; receives after hours calls for services from these entities; contacts appropriate agencies as requested by citizens and officers. Maintains and updates local warrant file, hot files, including computer entry and cancellation and the filing of same Maintains logs, lost and found property, animal control, abandoned vehicles. Uses a variety of local, State and Federal computer system to provide follow-up services for officers regarding requests for warrant confirmation, missing persons, vertical status and other officer safety information. Maintains required certificates and continuing education hours. Assist on special projects to improve of dispatch or other areas within the Department. Ability to provide excellent customer service to internal and external stakeholders. Ability to communicate effectively, both verbally and in writing, and follow oral and written instructions. Ability to establish and maintain effective working relationships with employees, customers and the general public. At the higher levels, may be called upon to conduct tours of facility within accepted security protocols. At the higher levels, may be assigned as a trainer if so certified. Performs other related work as required or assigned. At Level III, Performs higher level tasks with additional responsibilities with minimal supervision. Provides direction for communications personnel as assigned when supervisor is not present, ensures that orders and instructions are carried out; reviews the work of less senior Dispatcher. Maintain dispatch schedules and time off requests to ensure proper staffing level. Maintains proficiency and active status as a trainer; assists with coordinating employee training and development. Assures compliance with telecommunications regulations. Assists with developing and implementing quality assurance programs. Serves as liaison with countywide Quality Improvement Units, Medical Dispatch Review Committee and other agencies as assigned. Develops and maintains proficiency in a technical area of communications as assigned. Performs other related work as required and assigned. Minimum and Preferred Qualifications

Level I:

High school diploma or equivalent (GED). One year of experience in customer service, dispatcher, communications or a related field. Must successfully complete CTO Training Program.

Level II:

Meet the qualifications for Level I. Successful completion of probationary period as an Emergency Services Dispatcher I.

Level III:

Meet the qualifications for Level II. Training at instructor level or specialist in the field, specified in the department. One year of experience at the Dispatcher II level.

RESIDENCY REQUIREMENT : Must establish and maintain residency within 75 minute commute time and 30 miles radius of duty location. Residency requirements must be met within 6 months of hire.

Knowledge of applicable laws and ordinances. Knowledge of applicable policies, procedures and precedents pertaining to the dispatch of personnel and equipment for user agencies. Knowledge of Police Dynamics and Character First principles. Proficiency in the use of radio equipment, telephone, computer, Emergency Alert, and all other systems and equipment assigned to the Communications Center. Ability to multi-task multiple calls/radio transmissions while remaining calm, gathering complete information, making correct assessments of situations and relaying correct and timely information to proper channels for response. Ability to act effectively in crisis situations and to deal tactfully with citizens, responders, and other Town employees in a wide variety of stressful situations. Ability to communicate with emotional persons and elicit the proper information and responses from them. Ability to exercise independent judgment and work with minimal supervision. Ability to understand and carry out oral and written directions. Ability to communicate effectively in English, both verbally and in writing. Ability to use standard office equipment, including personal computer. Ability to use standard office and specialized emergency dispatching/policing software. Ability to pass standard medical exam within normal parameters, specifically within regard to the listed essential job functions. Must be able to work rotating shifts, weekends and holidays. At the higher levels, ability to act as a positive role model for the department and personnel. At the higher levels, ability to supervise, train and evaluate assigned personnel. Licenses, Certifications and Registrations

Must complete and maintain CBI Operator Certification. Must successfully pass CCIC & NCIC Certification. Must successfully pass and maintain Emergency Medical Dispatch (EMD) certification. Notary may be required.
