INS LEAD (Network Operations Specialist - Intermediate)
The INS Lead (Network Operations Specialist Intermediate) provides technical leadership and oversight for Infrastructure Network Services (INS) in support of Marine Corps Recruiting Command Headquarters. This position ensures the availability, performance, and security of mission-critical network infrastructure and serves as a senior escalation point for troubleshooting, monitoring, and incident response. The INS Lead enforces compliance with DoD cybersecurity standards, maintains documentation, and provides mentorship to junior staff while coordinating with government stakeholders. Key Responsibilities
Lead daily operations of the MCRC network infrastructure, including LAN, WAN, VPN, firewalls, and wireless systems. Monitor, maintain, and troubleshoot network devices and services to ensure high availability and security. Implement DoD cybersecurity standards and configuration baselines (STIGs, IAVMs, RMF compliance). Serve as the technical point of contact with the Contracting Officer's Representative (COR), program managers, and other government stakeholders. Develop, maintain, and enforce SOPs, network diagrams, and technical documentation. Coordinate, track, and report on incidents, outages, changes, and deliverables. Provide root cause analysis and recommendations for network performance improvements. Mentor junior staff, oversee task assignments, and ensure quality of work. Prepare regular reports on network operations, compliance posture, and mission impact. Required Qualifications
Active DoD Secret clearance (or higher). Bachelor's degree in Information Technology, Computer Science, Cybersecurity, or equivalent work experience. 35 years of experience in network operations within a DoD or federal environment. Hands-on experience with Cisco technologies (routers, switches, VPN, firewalls) and enterprise network monitoring tools. Strong understanding of TCP/IP, DNS, DHCP, VLANs, and troubleshooting methodologies. Knowledge of DoD cybersecurity compliance (NIST, STIGs, IAVM processes). Strong leadership and communication skills, with ability to coordinate between technical teams and government leads. Required Certifications (One or More):
CompTIA: Security+, Cloud+, CASP+ EC-Council: CND, CEH (ISC): SSCP, CCSP GIAC: GCIH, GICSP, GSEC, GCED, GCIA, GCLD, GDSA, GFACT Cisco: CCNA, CCNP Security
