GENERAL STATEMENT OF JOB
Manages and oversees permitting and licensing operations of the county. EXAMPLES OF WORK • Supervises and manages staff to include assignments, scheduling, interviewing/hiring, training and development, and discipline. • Oversees and performs online and in person permitting and licensing functions. • Manages customer service (i.e., processing payments, refunds and credits, accepting applications, providing accurate information), responds to customer requests, inquiries and complaints. • Provides training in methods and procedures relevant to implementing the County's permitting program for the Planning and Permitting Technicians; ensures accuracy in documentation (i.e., addresses, flood plain requirements, elevation certificates, certified foundation surveys, etc.), licensing, insurance, property ownership and other project requirements. • Serves as point of contact for property owners, developers and contractors in discussing requests concerning building activities; provides information to developers, builders and the public using various forms of technical documentation (i.e., maps, files, plat books and plot plans); issues construction permits. • Ensures compliance with the Land Development Code, Comprehensive Plan, ordinances, resolutions and statutes; keeps abreast of ordinances, policies, laws and regulations of the construction industry. • Obtains early power approvals and verifies with appropriate agencies; promptly notifies agencies for gas and power finals using agency approved submittal formats. • Provides and reviews documentation, reports, GIS data, municipal ordinances and codes, and related information concerning licensing and permitting • Schedules inspections and maintains inspection records. • Creates, maintains, updates and manages various databases, routine and specialty reports, department records and files, to include reviewing for accuracy and adjusting data as required. • Works collaboratively with departmental employees and other county departments toward the goal of project approval, performing tasks as assigned by supervisor. • Performs calculations concerning adjustments for errors, compilation of division statistics and payments. • Analyzes reports for the purpose of forecasting division needs including budget preparation, revising current operational methods and recommending modifications. • Works to implement recommendations for streamlining and efficiency as determined by the Growth Management Customer Service Specialist and Department Director. • Occasionally receives various plans and applications, reviews for completeness and accuracy, and distributes as required. • Performs other duties as assigned. MINIMUM QUALIFICATIONS
Education, Training and Experience : Associate's degree with course work emphasis in Business Management, Administration or closely related field; supplemented by a minimum of four (4) years progressively responsible experience in permitting and licensing functions, to include two (2) years supervisory experience; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with Microsoft Word and Excel required.
Licenses and/or Certifications:
Requires a valid driver's license. OTHER REQUIREMENTS
Physical Requirements:
Requires the ability to operate office equipment, to include computers, copy/fax machines, and related peripherals. Must be able to exert 25 -50 pounds of force occasionally to lift, carry, push, pull or otherwise move objects. This position requires periodic walking and standing over rough and uneven surfaces, and ascending and descending ladders, stairs, ramps, etc. Physical demands are essentially those of sedentary work.

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals.
