Program Specialist, Child Nutrition Programs

This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. The Child Nutrition Programs (CNP) at the State Department of Education administers USDA funds to ensure nutritional needs are met in Idaho through a variety of school programs and at child/adult care facilities. This full-time (40 hours per week) position oversees USDA Grants, and all USDA Special Funding projects, all CNP Contracting, and assists with USDA Foods/CACFP institution level financial management tasks as assigned. The employee will ensure grant projects are completed according to specified deadlines, manages Grant budgets, and submits reports as required by USDA. The employee performs work for these programs exercising independent judgment, initiative, and leadership; and may be called upon to assist in problem-solving in regulatory, financial, and administrative issues relating to the operation of these programs. Emphasis will be placed on strong organizational skills, and balancing and coordinating workload for multiple projects. Responsibilities:

Manages grant budgets as written into the grant funded applications. Acts as assistant to USDA Foods Coordinator. Assists with the CACFP institution level financial management tasks Create CNP Vendor Contracts, Purchase Requisitions and addendums for all contracts as needed. Maintain and update the Procurement Database. Act as the Liaison between CNP and the State Procurement Officer on all CNP contracts. Maintain contracts and records, track, and verify fees and expenses for all contractors, ensuring compliance with state and federal regulations. May assist in the administration and tracking of federal, state, and other public and private sector grants, including providing information on grants, assisting with applications, reviewing applications, collecting performance data, tracking funding and disbursements, monitoring deadline and timeline compliance, and preparing periodic performance and financial reports, as required; Assist in preparing spreadsheets containing budget information, detailing expenditures by the school districts of monies received through grants. Maintain equipment inventory; ships resources to customers, tracks equipment calendars. Collect, maintain, and analyze information, reports, and documentation; Perform all work duties and activities in accordance with SDE policies, procedures, and safety practices; Attend regional and national USDA meetings out of state as necessary Format any public documents for ADA accessibility per SDE policies and procedures. Complete assignment of special projects for a short-term or ongoing nature as necessary. Complete other duties as assigned. Minimum Qualifications:

High school diploma or GED equivalent is required and an associate degree is preferred. Good knowledge of accounting principles and practices. Experience using Microsoft Office products, such as Word, Excel, Publisher and PowerPoint Experience monitoring record systems to identify and correct errors. Experience interpreting, explaining, and applying laws, regulations, and complex policies for multiple and highly specialized programs Experience dealing with individuals from varying cultural and socio-economic backgrounds, often in stressful situations Experience entering and retrieving data using computerized records systems; experience using spreadsheet software Experience composing and proofreading business correspondence Experience conducting sensitive fact-finding interviews Experience working with sensitive or restrictive data Experience with program or project planning and implementation. Must have the ability to communicate well, orally and in writing; possess good customer service skills. Experience coordinating workload for multiple projects, collecting and organizing data Knowledge and implementation of federal regulations Experience utilizing problem solving strategies Physical Requirements:

This position requires the ability to perform the following physical and job-related tasks: Operate standard office equipment such as a computer, telephone, copier, and scanner. Perform general administrative duties including typing, filing, answering phones, processing paperwork, and assembling office materials. Read, review, and process both printed and digital documents. Navigate websites and online systems; identify and respond to safety concerns; greet and assist visitors. Maintain focus and attention to detail for extended periods. Understand, communicate, and follow through on program support tasks and responsibilities. Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time. Approximately 10% of time is spent standing, walking, bending, or kneeling. Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs. Travel Required:

This position requires approximately 5% travel time throughout the state for training and monitoring of sponsors, as well as some professional conferences and trainings in other locations in the nation. Reliable personal transportation is required to carry out applicable assignments within the State of Idaho. Benefits:
