Physical Access Control Systems (Pacs) And Federal Identity, Credential, And Access Management (Ficam) Subject Matter Expert

ICF is looking for a Physical Access Control Systems (PACS) and Federal Identity, Credential, and Access Management (FICAM) Subject Matter Expert to support a large Strategy and Business Solutions Support Contract. This position is predominantly remote; however, you may be required to work at the Federal client's location in Arlington, VA on occasions. What you'll be doing: Serving as a PACS and FICAM Subject Matter Expert to help the government develop an acquisition and implementation approach and roadmap for automating and integrating physical security systems and processes Working with the team to review and analyze the existing physical security systems and processes. Identifying interfaces to enhance and automate physical security processes, support electronic security system (ESS) integrations, and comply with Federal mandates and requirements. Identifying ways to modernize the government's access control including PIV / non-PIV credentialing, automated GSA and PACS interfaces, on-boarding / offboarding, multi-factor PACS authentication, role-based privilege management, visitor management, parking management, Ensuring PACS support PIV card authentication, multifactor access, and role-based access control. Determining how to synchronize physical access data with authoritative sources. Ensuring proposed PACS can achieve federal interoperability (federation). Utilizing your knowledge of the latest FICAM, FIPS 201, NIST SP 800-116, and related federal standards. Advising on system architecture, product selection, and integration strategies using GSA's Approved Products List (APL). Identifying and proposing PACS solutions that meet federal security mandates, integrate with identity management systems and support secure scalable operations across the government. Developing and maintaining documentation for system design, compliance, and audit readiness. Collaborating with federal stakeholders, integrators, and vendors to ensure alignment with FICAM and NIST guidelines. Working with the team to document results of analysis, preparing executive briefings, and proposing recommendations. Applying strategic thinking in recommending business process improvements and reengineering. Working with everyone from subject matter experts to senior leadership. What you'll need: Bachelor's degree in information systems, engineering, or related field. 10 years of experience in physical security systems, identity management, or federal IT compliance. US Citizenship (required by federal government). Additional Qualifications: An in-depth understanding of FICAM architecture, PIV credentials, and PACS technologies. Familiarity with GSA APL and PACS interoperability requirements. Strong understanding of business process management (BPM) and workflow automation. Demonstrated mastery in independently applying business analysis, strategic thinking, scoping, and business process modeling. Demonstrated experience with gathering requirements, compiling metrics, assessing solution readiness, performing research and analysis, and providing program support. Excellent written and verbal communication and personal skills with ability to present to groups, including C-level executives. Ability to understand people, processes, and technologies to address business need for process improvements. Ability to identify problems; determine accuracy and relevance of information; use sound judgement to generate and evaluate alternatives and make recommendations. Ability to work independently in a fast-paced environment. Ability to thoroughly pay attention to details when performing and reviewing work. Ability to work with clients and customers to assess their needs, provide information or assistance, resolve their problems, and satisfy their expectations. Ability to express information to individuals or groups effectively, considering the audience and nature of the information. Demonstrate proficiency in using Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio), Tableau, Power Apps, Azure DevOps, and ServiceNow. Preferred Skills/Experience: Master's degree in information systems, engineering, or related field. Certified Information Systems Security Professional (CISSP). Physical Security Professional (PSP). Working understanding of Federal IT services models and frameworks to support the project team to meet client requirements. Solid understanding of the commercial IT market for hardware and software. Operational experience with program/project metrics tracking and reporting. Exceptional verbal and writing communication skills, including editing and proofreading. Demonstrated customer service orientation and outstanding level of professionalism in providing client support. Solid understanding of on-Prem and off-Prem (Cloud) based environments. Pay Range: $98,124.00 - $166,810.00 Nationwide Remote Office (US99)
