Specialist, Subcontracts (Hybrid)
L3Harris is actively seeking for a Subcontracts Specialist - (Hybrid) for our facility located in Waco, TX 76705 for a permanent opportunity. Overall Summary: Experienced professional with proficient knowledge of job area and practical knowledge of project management. May manage projects or processes with general supervision. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures. Recommends enhancements to systems and processes. Works to achieve operational targets for specific programs and projects with moderate impact on departmental results. Job Description: Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority. Qualifications: Bachelor Degree with a minimum of four (4) years of applicable experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience. Experienced with Defense Federals Acquisition Regulation (DFAR) and FAR standards Experienced with DoD defense contracting knowledge Position requires the ability to obtain and maintain a DOD Security Clearance, which requires U.S. Citizenship. Candidate must be able to work closely with team members and have a willingness to learn. Good verbal and written communication skills required Proficient working knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Access) Preferred Additional Skills: Bachelor Degree highly preferred Previous Subcontract Management experience preferred Defense contracts development/administration experience preferred
