Summary Of Duties

The Project Controls Manager is responsible for leading a team in support of Capital Delivery (CAPD) Project Controls requirements and processes as well as coaching and advising Project Control Practitioners and Project Managers (PM) on these requirements. Individuals in this role will provide dedicated support to several Delivery Arms in CAPD responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost and progress measurement for high complexity projects and programs. This role may act as a Cost Engineer to the largest portfolio programs and develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with the PMO Leader, Senior Project Controls Manager, Senior Program Managers and other team members. Project Controls Managers work under the Senior Project Controls Manager and will manage a controls team consisting of 2-8 direct report controls practitioners. Essential Functions

Works with Project or Portfolio management and Project Controls team to develop baseline budgets, monthly forecasts, and periodic reporting using standard tools Collects ongoing progress or performance data such as installed quantities, labor, costs, and other measures from various systems or from project management team as applicable. Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor. Integrates external cost data such as information from vendors, contractors, and external entities as necessary to enable accurate performance forecasting and reporting. Supports the development of the Capital Construction yearly plan in producing new and updated cost baselines, estimates, and budgets while ensuring cost data integrity and consistency, alignment with 5-year plan, and compliance with delivery requirements and deadlines. Implement and monitor project or portfolio performance indicators (KPIs), analyze data, and identify trends using reports, charts, tables, dashboards, or other artifacts assessing project or portfolio performance to support management decisions Assist junior team members with ongoing schedule and log maintenance and conducts baseline reviews of project schedules in accordance with Amtrak standards. Drive evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. Develop and maintain automated project controls tools and workflows. Partner with business partners to assess new and ongoing projects to determine readiness for governance stage gates. Monitor actuals and work with peers to review forecasts against budgets. Support Executive status review meetings, Governance and Change Control Boards Minimum Qualifications

Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Experienced SharePoint, MSPS, Power BI/Access and Primavera user PMP in good standing Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting) Strong project management skills Strong focus on collaboration, team building, and customer service Effectiveness working diplomatically across teams with varying objectives. Strong oral, analytical and written communication skills across all levels Ability to organize and present project portfolio reports, proposals, and other related portfolio information Project Controls Methodologies Leadership and People Management Analytical and Data Management Detail-Oriented and Organizational Skills Communication and Collaboration Preferred Qualifications

Demonstrated experience with project controls software such as Primavera P6, InEight Estimating (Hard Dollar) Experience with or working knowledge of Project or Construction Management, railroad track, structures, facilities, signals, and electric traction systems Experience performing or leading project controls for mid ($50M+) to large ($500M+) capital construction projects, programs, and/or portfolios. Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project. Experience with federal grants and working with federal agencies and their staff. PMI-SP, PMI-RMP, CCP or PSP certification Six Sigma Green Belt Transportation Industry or Capital construction background Work Environment

Office building environment. Work in cubicle setting; stand, sit, bend, twist, use file drawers. Sit at computer to complete assignments, projects, and majority of tasks. Ability to be flexible with changing priorities and work under pressure. Occasional travel as needed. The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
