Description
This position will work (4) 10-hour days, Sunday through Wednesday.
An employee in this class has the primary responsibility for maintaining the Village's buildings which includes performing semi-skilled to journey level skilled trades and overseeing varied contractors performing repair and specialized maintenance of facilities such as HVAC, roofing, major new electrical and plumbing installation, masonry, etc. Trades work performed includes electrical, carpentry, plumbing, construction, and painting requiring basic to journey level skills depending on assignment. Work requires initiative and knowledge of the varied trade practices and skills and pool operator certification. The employee provides oversight of internal staff when assigned to assist in building maintenance functions. Work is performed under general supervision of the Buildings & Grounds Superintendent and is reviewed through observation, and discussion for quality, appearance, and functionality. Typical Duties and Responsibilities
Performs basic to journey level trades work in several trades such as electrical, carpentry, painting, masonry, plumbing, and/or HVAC. Supervises and oversees the work of contractors installing new roofs, major electrical or plumbing systems, repairing complex HVAC issues, or making major repairs on electrical, plumbing, etc., and ensures work completed in accordance with Village requirements and according to safety standards. Repairs and maintains interior and exterior lighting, installs and replaces lights, light fixtures, and ballasts, installs and repairs switches and outlets, maps outlets to the panels boxes for easy reference, installs/runs wires and fuse boxes assuring grounded properly without any cross wiring, adds indoor and outdoor lighting fixtures, maintains electrical panels, and test capacitors and relays. Performs plumbing, maintains, repairs, and installs plumbing fixtures, unstops drains, installs valves, toilets and urinals, repairs leaks in toilet and kitchen plumbing fixtures, maintains pipes and pumps at the splash pad, and installs and maintains yard hydrants. Maintains HVAC systems, follows preventative maintenance schedules and troubleshoots issues to include diagnosing the problem, repairs and/or replaces capacitors, relays, contactors, adds refrigerate, replaces filters and condensate cleaning, tests boilers, maintains pneumatic system and chiller, and cleans electric and gas heaters. Performs carpentry and related construction work, frames and insulates walls and installs trim molding, repairs, remodels and/or replaces building structures and offices, repairs lose hinges, planes and trims stuck doors, caulks and glazes windows and replaces broken glass, builds shelves, cabinets and fences, removes rotting floors, levels floor joists, installs new sub and main floors, molding and trim, hangs, replaces, or repairs walls, patches holes, and generally replaces, fixes, or repairs any damaged wood to buildings and picnic areas. Maintains Splash Pad, monitors and applies required pool chemicals, cleans drains and filters and performs general maintenance on pad. Assists with set-up and removal of stage for special events. May develop materials and supplies list needed for jobs assigned and purchases materials and supplies. Performs all work in accordance with OSHA and Village safety standards and regulations. Responds to citizens' questions while working on projects providing clear information on the project and/or referring the person to the appropriate resource within the Village. Thorough knowledge of the methods, tools, and equipment used in the assigned trades. Considerable knowledge of safety regulations, occupational hazards and related safety precautions in the work. Working knowledge of modern and effective supervisory principles and practices including communication and ability to supervise work of contractors. Skill in the use and care of assigned tools and equipment. Working knowledge of the concepts and philosophy of teamwork and ability to work effectively as part of a team. Ability to diagnose and repair problems and plan and organize appropriate corrective action. Ability to understand and follow oral and written instructions. Ability to maintain electronic or written records of work performed. Ability to deal tactfully, courteously, and firmly with the public. Ability to exercise judgment and initiative. Ability to establish and maintain effective working relationships with co-workers, supervisor, and other Village employees. SAFETY: This position requires enforcing and following all Village of Pinehurst and OSHA safety regulations. PHYSICAL REQUIREMENTS:
Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions. Must be able to perform medium to heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently; and/or up to 20 pounds of force constantly to move objects. Must possess visual acuity to assemble or fabricate parts; to operate machines such as drills and power saws, to perform skilled trade tasks of non-repetitive nature, to use measurement devices, to keep and maintain various records; and to determine the accuracy, neatness and thoroughness of work assigned. Subject to inside and outside environmental conditions. Subject to temperatures typically below 32 degrees and/or above 100 degrees for periods of more than one hour. Subject to vibration from oscillating movements of the extremities or whole body. Subject to noise sufficient enough to cause the employee to shout in order to be heard above the ambient noise level. Subject to hazards to include a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places. Subject to atmospheric conditions where one or more of the following conditions: fumes, odors, dust, mists, gases, or poor ventilation. Minimum and Preferred Qualifications Graduation from high school supplemented by coursework in varied technical or trade skills to include 2 years of related experience in facility or building maintenance with some journey level experience in the varied building trades; or an equivalent combination of education and experience.
Possession of a valid driver's license. Possession of or ability to obtain and maintain Certified Pool/Spa Operator certification by the timeframe established by the Village.
