Software Requirements Engineer

for a position supporting the NOAA Office of Space Commerce, Space Operations Division, TraCSS Engineering Branch in Suitland MD. The engineer will work with the government and various stakeholders and perform tasks related to the development, maintenance, tracking, and closure of TraCSS system requirements. At task start the engineer will propose a requirements management plan including implementation and maintenance of a requirements management tool.

Background Summary:

The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC), is developing the Traffic Coordination System for Space (TraCSS) to fulfill Space Policy Directive 3 (SPD-3). SPD-3 instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. NOAA OSC, under the US Department of Commerce (DOC),was identified to lead many of these efforts as part of a 'whole of government' approach.

TraCSS is the Office of Space Commerce's cloud-based enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. It will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the US commercial space industry. The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners. The TraCSS system will operate 24 hours per day, 7 days a week.

Responsibilities:

Develop a TraCSS systems requirements management plan that describes the framework for requirements development, tracking, change control, and tool implementation. Deliver the plan for government review within 30-days of task start. Recommend a Requirements Management Tool and then deploy the government approved tool within 45-days of task start with a full tool implementation within 90-days. Submit Requirements Documentation that is complete and accurate Maintain Requirements Traceability Matrix. Mapping contractor and team artifacts to requirements for verification. Requirements mapped to contractor deliverables and test artifacts. Participate in the Software Engineering Review Boards as the requirement systems engineering expert, reporting to the designated Government Project Lead (GPL) on the status of all requirements, and identifying issues related to requirements completeness and fulfillment. Maintain a software DevTest pipeline that addresses operational needs as well as the integration of third-party SSA vendors. Monitor development and test activities working with the TraCSS System Integration (SI) contractor. Work with the TraCSS Presentation Layer (PL) vendor to ensure operational needs and appropriate user feedback is incorporated into updates. Apply a strong understanding of various testing techniques, including unit, integration, system, and regression testing. Elicit requirements from product owner. Authoring Business and Functional requirements as user stories. Assist with prioritization and resolution of defects / bugs. Identify, document, analyze, and work closely with the development team to resolve issues in software and testing processes. Required Qualifications:

Bachelor's degree in Computer Science, Engineering, or a related technical field. 5-7 years of professional experience in software development, testing, and requirements management. Understanding of the concepts of DevSecOps. Demonstrated experience with agile development methods and practices (e.g., Scrum, Kanban). Strong understanding of the Software Development Lifecycle (SDLC) and testing methodologies. Experience with maintaining and optimizing DevTest pipelines. Ability to work independently, problem solve, and manage multiple priorities in a fast-paced environment. Knowledge of government security standards and compliance (e.g., NIST, FedRAMP). Experience in building pipelines in a cloud environment such as Amazon Web Services (AWS). Use of Jira, Jira Service Management, Confluence, Bitbucket and other Atlassian platform tools. Highly Desired Qualifications:

Experience with user interface/user experience (UI/UX) principles. Knowledge of space domain awareness, space situational awareness (SSA), space traffic coordination (STC), or space traffic management (STM) related topics. Examples of desired knowledge and skill sets may include, but are not limited to: orbital mechanics, astrodynamics, common analytical methodologies utilized in SSA/STC/STM, satellite operations, conjunction analysis, and data management. Current DoD, DOC, NOAA, or NASA authorization to work (badge). Experience working in support of a U.S. government institution. Experience leading and participating in project planning, daily stand-up meetings, reviews, retrospectives, sprint and release planning, demos, and other activities. Experience in SAST (Static Application Security Testing) and DAST (Dynamic Application Security Testing). Ability to handle/manage large scale integrations across multiple integrations. Advanced use of Google Workspace and Microsoft tools; Excel, Visio, PowerPoint, Access. Use of APIs for information exchange; Swagger. Work Environment and Physical Demands:

Work in a typical onsite government office building full time (5-days per week) with situational telework approved as needed. Occasional deadlines or operational conditions may require non-standard/longer hours or additional onsite support. Infrequent travel required. Place of performance will be the NOAA Satellite Operations Facility (NSOF) located on the Suitland Federal Center in Suitland MD.
