Overview
Procurement Strategist II at Collier County Realty Corp. Procures a variety of goods and services for the County, and develops and administers contracts pursuant to each purchase in conformance with applicable County policies and State public procurement laws. Responsibilities Receive, review, and analyze procurement requests; discuss purchasing needs and any special circumstances with requesting divisions; determine the most appropriate procurement method to ensure compliance with County and State regulations, meet user needs, and obtain the best value for the County. Review and authorize/reject purchase requisitions (including work orders and change orders); ensure completeness and accuracy of purchase orders with supporting documents; analyze data and draw conclusions related to various purchases and procurement strategies. Review and authorize/reject single-source purchase requests; ensure diligent efforts to locate competitive sources and achieve best value for the County. Prepare solicitation packages for RFPs, ITBs, and other formal solicitations; develop specifications/scopes with end-user input; ensure solicitations comply with regulations and current market conditions to elicit competitive bids/proposals; prepare addenda as needed. Organize and conduct pre-proposal and pre-bid conferences; act as point-of-contact with prospective vendors; conduct openings and evaluations; organize selection committees and prepare award documents; negotiate and administer contracts with vendors and ensure compliance with regulations. Respond to questions, complaints, formal protests, and disputes to minimize conflicts; maintain procurement process files and defend procurement decisions as needed. Provide guidance to County managers and Department Heads on procurement processes; resolve user complaints; liaise between vendors and end-user divisions; coordinate with finance on procurement-related financial questions. Conduct market and vendor research; interview prospective bidders; develop new sources of supply to enhance competition; maintain vendor lists, prices, resources, and suppliers. Lead assigned technical and clerical staff, including assigning duties and coordinating work activities. Monitor contractor/vendor performance; review or approve vendor pay requests for contract compliance; escalate as needed. Review, analyze, create, and maintain standard contract language and forms; negotiate and process contract modifications; prepare non-standard contracts for review by County Attorney. Prepare, implement, and update contract-related procedures; interpret purchasing policies for contractors, consultants, and vendors. Track contractor/vendor performance; handle performance issues and coordinate with the County Attorney as needed. Research, investigate, and coordinate contract claims with end users, contractors, vendors, consultants, and legal counsel. Assist divisions with resolution of contract disputes and intervene as needed. Attend initial pre-construction meetings for construction projects; participate in acquisition planning for large projects and annual schedules. Process emergency purchase orders and contract changes; maintain required documentation. Develop and deliver customer-oriented procurement-related training for County staff, vendors, and the public; distribute related documents within the division. Act as a liaison with Risk Management, Clerk of Courts Finance Department, and the Office of the County Attorney. Maintain files and records of contract activities; prepare correspondence and reports on purchasing/contract activities; process contract closeouts when terms are satisfied. Assist with transfer, sale, and disposition of surplus property; assist with administration of the Countys purchasing card program. Perform Direct Material Purchases (DMP) for various County projects; focus on construction-related DMP procurement and related opportunities; perform price and technical comparisons to inform buys; coordinate with Project Managers on delivery and logistics.
Minimum Qualifications
Bachelors degree required. Two (2) years of related experience required. If no degree, four (4) additional years of related experience required. Fingerprinting required.
