This position has no formal supervisory responsibilities. POSITION CLASSIFICATIONS:
The position of Specialist in the City of Stow is classified by the Stow Municipal Civil Service Commission, is Non-Exempt under the Fair Labor Standards Act and is included in a collective bargaining agreement. PURPOSE:
Performs a variety of semi-skilled and skilled maintenance work and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water distribution systems. Responsibilities Participates in a work crew or instructs work crew activity or the work of other equipment operators. Drives truck for transporting fill materials and towing various trailers. Operates tractors with specialized equipment. Operates sewer jet and vacuum. Operates equipment utilized in construction, maintenance, and repair of water lines, hydrants, valves, and other water related projects. Inspects and investigates water breaks, failures, leaking meters, mains, hydrants, and valves. Performs manual and semi-skilled tasks in the performance of water construction, maintenance, and repair work. Breaks pavement with jackhammer. Hooks up temporary water lines, sets up water equipment. Digs holes, backfills holes, locates valves to isolate main breaks. Repairs and replaces valves, water mains, hydrants, etc. Cleans/paints hydrants and vent pipes. Repacks valves, caulks joints. Performs preventative maintenance on pumps, saws, etc. Cleans and maintains all equipment utilized. Makes daily inspections of assigned equipment. May repair or install meters and backflow preventors. Assists in the training of lower-level employees to increase their skills in the maintenance, construction and repair of the water distribution system and facilities. Performs preventative maintenance and reports major maintenance needs and mechanical problems. Compliance with all City of Stow city-wide and departmental policies, work rules and procedures. Performs all duties in conformance with appropriate safety and security standards. Regular, reliable, predictable, and punctual attendance is an essential function of the position. (This is due to the fact that employees work as part of a team, and that there are a limited number of employees available to perform numerous tasks critical to meeting to efficient and effective delivery of statutory services to the public, and/or among whom the responsibilities to perform those numerous tasks can be distributed.) Performs other duties related to those of the position and/or resulting from the needs of the organization.

Qualifications Must possess a high school diploma or GED equivalent. Must have three (3) to five (5) years of construction or City services maintenance and repair work experience. Must have a minimum of three (3) years of experience in operating large complex construction equipment. Must have considerable knowledge of and skill in the effective and safe operation of large complex departmental automotive equipment in traffic and in and around work crew areas. Must have considerable knowledge of the component parts of such equipment, the performance limits, and the preventative maintenance necessary to keep equipment in satisfactory operation. Must have some understanding of construction surveying and interpreting construction drawings. Must have the ability to keep records such as time spent on job and materials used. Must have the ability to work an irregular schedule and under adverse conditions and to respond to emergency and routine call-outs. Must have the ability to lift and carry heavy loads. Must have an appreciation of safety considerations and the need for quality work performance. Must possess and maintain a valid State of Ohio Commercial Drivers License (CDL) Class A with air brake and tanker endorsement throughout the term of employment. Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general public.
