Position Summary The Deputy Director of Human Resources assists the HR Director in planning, developing, implementation and leadership of human resources functions and programs, and has primary responsibility for HR operations, compensation and position management, employee development and training, review and development of policies and procedures, risk management and safety programs.
Education, Training, Experience, Certifications, Licenses and Registrations Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Business, general management, human resources or related discipline.
Minimum number of years of directly related experience: Five years of directly related experience, two of which must have been in a supervisory capacity. In lieu of a degree, incumbent must possess nine years of experience.
Education and/or experience preferences: Experience in a full-service, public sector human resources department.
Driver's License requirement: Infrequent Driver -- Regular Driver's License Required Endorsements: None
Note -- For any driver, driving record must always meet City driving and insurability standards.
Required certifications, licenses or registrations: none
Preferred certifications, licenses or registrations: PHR/SPHR preferred. Knowledge, Skills and Abilities Knowledge: Principles and practices of public HR administration including compensation and position management; HR compliance and auditing pertaining to applicable federal, state and local laws and regulations; planning, administration, and delivery of employee training and development programs, supervisory techniques and leadership principles; budget management; risk management; loss control and prevention; employee relations including just cause/progressive discipline; labor relations; investigative techniques; safety practices and procedures including OSHA; substance abuse testing and administration; benefits administration; Patient Protection and Affordable Care Act, as well as local government organization and functions.
Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets; strong verbal and email communication skills; perform data entry as necessary to accomplish essential functions; HRIS and Benefit administration systems; analytical skills and tools capabilities (e.g. intermediate or advanced Excel, Data Base Management, Report Writing, Word).
Abilities: To run the day to day operations of the HR Department; select, instruct, supervise and evaluate employees; analyze and appraise facts and precedents; organize, evaluate and present information in verbal and written form; enforce policies and procedures consistently; effectively conduct internal investigations; work effectively with bargaining unit representatives and vendors, develop training programs and deliver training to employees; understand and evaluate benefit documents and contracts; prioritize work to meet goals and objectives within acceptable time frames; process sensitive and confidential information; exercise initiative, independent judgment and problem solving; maintain the confidence and cooperation of others and favorable relations with applicants, current employees, elected officials and the general public. Interaction with Groups/Agencies/Entities: Works with department staff, and all City staff including supervisors, managers, and Department Directors, bargaining unit representatives, and vendors. Responds to internal and external requests for employee information. Presents a friendly and courteous image for the city with job applicants, the general public, employees, and public officials. Essential Functions The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned. Acts as Director in his/her absence. Manages HR operations and supervises staff. Ensures compliance with applicable government regulations including Affordable Care Act, EEO, FMLA, ADA, Worker's Compensation, and OSHA. Interpret, apply and ensure compliance with applicable State, Federal and local laws, rules policies and regulations. Develops and maintains City-wide training needs assessment. Determines programs that meet acceptable standards as set by city, state and federal guidelines. Oversees design and delivery of training and development programs. Oversee development and assessment of personnel policies and assist other departments with policy development. Assists Director with the preparation of the HR department budget. Conducts employee exit interviews and maintain statistics. Provides high level management support and advisory services to supervisory personnel in matters pertaining to employee relations, conflict resolution, and the grievance/arbitration process. Evaluates, analyzes and investigates a variety of employee issues/complaints; research information; prepare report findings; and makes recommendations on findings to mitigate potential liability. Mediates and conciliates disputes. Assists in preparing responses to grievances and assists the legal department with arbitrations. Maintains filing and tracking system for all employee issues. May serve on management team or as advisor for labor negotiation team; gather and compile data and provide information as needed. Conducts internal investigations and research as needed to provide findings and recommendations. Administers employee recognition programs. Evaluates the financial consequences of the city's risk exposure; work to reduce losses by identifying hazards, assessing associated risks, taking action to mitigate risks, and monitoring effectiveness. Administers the Substance Abuse Program and Policies. Prepares and present recurring and other administrative reports. Remains current with industry programs and practices to ensure the use of best practices. Selects, trains, motivates and evaluates assigned staff; corrects deficiencies; implements discipline if necessary. Manages and coordinates special projects. Responds to general inquiries by interpreting City of Rio Rancho Personnel Policies and Work Rules, collective bargaining agreements, Administrative Policies and Procedures and various other city, state and federal policies. Oversees tracking and monitoring of Driver's license/CDL.
