Overview

The Wyoming Game and Fish Department is seeking a Grants Section Manager to join the accounting team in Cheyenne, WY. This position provides subject matter expertise in the development, administration, monitoring, and compliance verification of federal and non-federal grants, sub-grants, cooperative agreements, memorandums of understanding, special use permits, leases, conservation easements and right-of-ways, including the USFWS comprehensive management plan for federal funds. The role supervises four direct reports and serves as an internal cost accounting systems expert for tracking and managing all agency expenditures. Responsibilities

Oversee and assist with administration, compliance monitoring, and reporting for the PR/DJ USFWS federally funded program totaling up to $25M annually, including application of federal assistance, annual work plans, environmental compliance, allocation of federal apportionments, tracking expenditures and income, monitoring for fund diversion and eligibility, annual reconciliation and reporting, FFATA, and risk assessments. Ensure programmatic and financial reporting complies with state and federal regulations. Maintain financial accountability for up to $50 million in the Departments funding. Collaborate with staff and partners on grant applications, budgets, work plans, environmental documentation, and final reports. Develop strategic plans for the grants section and the Department. Supervise one Federal Aid Coordinator (FIAC10), two Grants Analysts (FIAC09), and one Grant Support Specialist (FIAC08). Manage goals, performance appraisals, timelines, and workflow; communicate status with Fiscal Administration. Conduct timely training on new or changed federal/state laws and processes to ensure consistent application in both financial and programmatic contexts. Review and guide the development of funding documents to ensure budgetary capacity, match requirements, documentation standards, and compliance tracking. Compile and evaluate financial information for reporting and management purposes; monitor changes in state/federal requirements for audit readiness. Visit project sites with field personnel, funders, and auditors as needed to ensure financial and regulatory compliance. Participate in the development and implementation of internal systems and processes, including PPCAS and document management related to grant workflows. Train staff on external systems and identify efficiency improvements to manage workload. Collaborate with the CFO and General Accounting Manager to maintain PPCAS integrity for accurate capture, allocation, and reporting of expenditures. Support quarterly and annual federal revenue/expenditure reporting for audits and annual A133 notifications as required. Engage in state audits and OIG-comprehensive audits as needed, including documentation compilation and liaison with auditors. Monitor staff to ensure project and budget setup, review, and closure; review monthly reconciliations to address discrepancies, ensure matching funds, and accurate funding distributions. Develop understanding of data relationships across internal financial systems; manage data tables and validation (project codes, funding sources, splits, billable rates). Oversee documentation management for programmatic agreements (MOUs, MOAs, cooperative agreements, cost-share agreements, leases, easements, barters, contracts). Represent the grants section in agency working groups and coordinate deliverables to meet program objectives. Advise leadership on financial systems matters related to grant and agreement compliance; maintain effective relationships with internal and external customers. Qualifications

PREFERENCES/AGENCY REQUIREMENTS: A Bachelors Degree (typically in Business) with three years of professional experience in grant management (federal and non-federal). Supervisory experience is preferred. Must have a valid drivers license. Knowledge, Skills, and Abilities

Knowledge of federal statutes, regulations, and policies; Wyoming statutes; commission regulations and processes; strategic plan alignment; and agency operations. Knowledge of human resource management, personnel rules, and performance appraisal processes. Knowledge of GAAP as applied to government accounting, budgeting, and cost controls. Ability to plan, develop, manage, and direct grants and contracts; knowledge of federal grant requirements, audits, and reporting; familiarity with SF-425, SF-270, SF-424. Ability to interpret and ensure compliance with federal, state, and agency requirements; cost accounting concepts; project management for grant operations. Strong written and oral communication for technical and non-technical audiences; ability to convey complex information to diverse stakeholders; skilled in MS Office and database systems. Education

MINIMUM QUALIFICATIONS: Bachelors Degree (typically in Business). Experience

1-3 years of progressive work experience in business-related grants administration at the level of Grants & Contract Administration Manager I; or 4-7 years with substitution options. Physical Working Conditions
