The City of Norcross is looking for a Full-time

Communications Manager . Under the general guidance of the City Manager, the Communications Manager is responsible for creating, directing, and executing communication strategies that effectively inform both internal and external audiences about the City of Norcrosss goals, priorities, and initiatives. The role fosters public engagement in shaping the Citys vision, plans, and policies. The Communications Manager may respond to media and public inquiries and collaborate closely with department heads, and partners with other agencies to ensure messaging is consistent. Serve as the primary liaison between the City and external communications, marketing, and public relations consultants. Essential Job Functions and Responsibilities Develop and execute comprehensive communication plans to support City programs and projects. Collaborate with digital media consultants to manage the Citys online presence, including website updates, social media campaigns, and digital newsletters. Collaborate with City leadership and subject matter experts to craft strategic messaging that reflects the Citys goals and values. Coordinate content creation for digital platforms, including the City website, social media, newsletters, and public notices. Ensure all communications activitiesinternal and externaladhere to relevant laws such as the Georgia Open Records Act, Open Meetings Act, ADA, and FCC regulations. Ensure consistent branding and messaging across all departments and communication channels. Assist in managing crisis communications and provide timely, accurate information during emergencies or high-impact events in coordination with external consultants. Coordinate public outreach efforts to encourage community engagement and participation in City initiatives. Monitor public sentiment and media coverage to inform communication strategies. Provide guidance and training to staff in effective communication practices. Evaluate the effectiveness of communication efforts and adjust strategies as needed. Manage relationships with external consultants, creative agencies, and vendors to support communication initiatives. Develop scopes of work, review proposals, and oversee contract execution for communication-related services. Coordinate production of marketing materials, videos, signage, and other deliverables with vendors and consultants. Prepare and manage budgets for communication projects, campaigns, and consultant contracts. Track expenditure, ensure fiscal responsibility, and report on budget performance to City leadership. Ensure compliance with procurement policies and procedures when engaging external partners. Education and/or Work Experience Requirements

Bachelors degree in Communications, Public Relations, Journalism, Marketing, or equivalent combination of education and experience in a related field. Three to five years of experience in public communications, media relations, or strategic messaging, preferably in a government or public sector setting. Possession of a valid Georgia Class C driver's license

The purpose of this position is to coordinate public information, media relations, and strategic messaging for the City of Norcross. This role ensures consistent, transparent communication across departments, their contractors, and with the public. Its impact includes enhancing civic engagement, strengthening the Citys reputation, and improving internal coordination, making it a key driver of trust, responsiveness, and organizational effectiveness. Communications/Customer Contact

Contacts typically include both internal and external stakeholders. Internally, this involves the City Manager, executive leadership, department heads, and staff. Externally, interactions may occur with residents, community members, local businesses, organizations, media representatives, vendors, consultants, elected officials, and regional agencies. Additional outreach and partnerships may involve city, county, state, and federal officials. Competencies

Understands how to position the Citys image and communicate effectively with diverse audiences. Knowledge of crisis communication protocols and emergency response coordination. Familiar with best practices for managing public messaging during critical incidents. Knowledge of Open Meetings Laws (e.g., Georgia Open Meetings Act), Understanding of requirements for public notice and transparency in government meetings. Knowledge of Federal Communications Commission (FCC) Regulations, Awareness of rules governing public broadcasting, emergency alerts, and digital communications. Ability to develop and implement strategic communication plans. Aligns messaging with organizational goals and community needs. Ability to respond effectively in high-pressure or crisis. Maintains composure and clarity while delivering timely, accurate information. Ability to adapt messaging for diverse audiences and platforms. Tailors tone, format, and content to reach residents, businesses, media, and internal staff. Ability to lead and mentor staff or consultants. Provides guidance and oversight to ensure quality and consistency in communications. Ability to maintain confidentiality and exercise sound judgment. Handles sensitive information with discretion and professionalism. Ability to represent the City with credibility and integrity. Serves as a trusted voice and ambassador for municipal initiatives. Skill in written and verbal communication. Crafts clear, persuasive, and audience-appropriate messages across multiple formats. Skill in media relations and public speaking. Comfortable serving as a spokesperson and engaging with press and public audiences. Skill in collaboration and interpersonal relations. Build strong working relationships across departments and with external partners. Skill in digital content creation and social media management. Designs and distributes engaging content tailored to the platform and audience. Skill in data analysis and performance tracking. Interprets engagement metrics and adjusts communication strategies accordingly.

Working Conditions

The work is typically performed with the employee sitting at a desk, intermittently standing, walking, or stooping. The employee must be able to distinguish between shades of color. The work is performed in an office and occasionally at building inspection sites. The employee is exposed to occasional inclement weather. Occasional attendance at evening or weekend meetings, events, or emergency response situations may be required to support public communication needs.
