Workers Compensation Program Consultant

ProSidian Consulting is looking for a Workers Compensation Program Consultant (Part-Time) in the Hanford Tri-Cities Area (Kennewick | Pasco | Richland) to support an engagement for the US Dept. of Energy (DOE) Hanford in Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt's operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington. ProSidian Consulting's work includes supporting DOE requirements for consulting support, acquisition support, program/project management support, operational/administrative business support, and environmental consulting support. It is also ProSidian's duty to protect all classified information, special nuclear material, and other DOE property and work in accordance with DOE security regulations and requirements to maintain responsibility for protecting all classified information and all classified matter (including documents, material and special nuclear material) which are in every Engagement Team Member's possession and in connection with the performance of work under this contract against sabotage, espionage, loss or theft. Consultant Support Workers' Compensation Program Candidates shall work to support requirements as a Workers Compensation Program Consultant and provide support for the Hanford Site Workers' Compensation Program (WCP) to provide workers' compensation coverage and benefits to specified contractor employees in accordance with the Washington Industrial Insurance Act, as codified in the Revised Code of Washington, Title 51, and all other applicable laws and regulations. The WCP is administered on behalf of DOE-RL through a contract with a third-party administrator (TPA) that processes and administers all claims. DOE-RL has the need to evaluate various methods for providing covered contractor employees with workers' compensation coverage and benefits. Workers Compensation Program Consultant shall evaluate DOE's available methods and provide recommendations. The methods DOE is considering include: Terminate DOE's self-insured status. Hanford contractors would elect from available legal options under Title 51 for workers' compensation coverage. Transfer administration of the WCP to Washington State Labor and Industries through a negotiated Self-Insuring Agreement. Maintain DOE's self-insured status, and use federal staff (i.e. DOE self-performance) to perform all duties related to the WCP as a self-insured entity. Expand the work scope for a designated existing prime contractor to include performance of all duties related to the WCP in support of DOE as the self-insured entity. Continue administration of the WCP using a TPA, directly reporting to DOE-RL as the self-insured entity. Other option(s) (if applicable) proposed by Workers Compensation Program Consultant for consideration. Workers Compensation Program Consultant shall conduct a comprehensive evaluation of each method. Each method shall have the following addressed in the final report: Financial impacts of the considered alternatives, including impacts on current covered contractors and DOE | Management and transition of information/records | Workforce implications and perceptions | Other areas of concern | Recommended strategies for addressing all topics above. GOVERNMENT FURNISHED INFORMATION (PROVIDED UPON AWARD):

Upon award, DOE will provide the consultant sensitive claim and financial information pertinent to the WCP in compliance with applicable law in a summary manner and without any identifying personal information to provide the basis for evaluation and cost impact considerations. Qualifications

The Workers Compensation Program Consultant shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. QUALIFICATION REQUIREMENTS:

The Workers Compensation Program Consultant shall possess the following minimum qualifications: Ten years of relevant experience with Washington State Workers Compensation, with at least four years of experience with the Washington State self-insurance program. This experience would include; --Employment as legal representation of a Washington Workers' Compensation matter. --Employment with a Third-Party Administrator. --Employment with or performing work as a contractor to Washington Department of Labor and Industries. --Similar employment that would provide detailed knowledge of Washington workers' compensation programs. Skill in applying analytical and evaluative methods and techniques with the ability to evaluate the methods available to the Government. --Sufficient skill in this area would allow the personnel to accurately and effectively evaluate each method for providing workers' compensation coverage and benefits. Expertise in audits and evaluations with the ability to evaluate multiple options objectively. Expertise in financial analysis with the ability to understand and analyze financial aspects of the various methods. Excellent analytical, verbal, and written communication skills with the ability to accurately document, report, and present findings in a professional manner. U.S. citizenship. TRAVEL:
