Qualifications

Position Summary:

The Chief Human Resources Officer functions as an integral member of the North Range Senior Executive Team (SET) to ensure the agency meets external and internal expectations and goals. Provides specialized strategic leadership and oversight for the overall administration, coordination, and evaluation of the human resources function. Maintains knowledge of industry trends and employment legislation; ensures agency compliance with federal and state legislation pertaining to all personnel matters. Develops and manages department budget. Works with groups outside the organization, including regulatory agencies. Supports communications activities, serving as liaison and agency representative in committees, coalitions, and collaborations; establishes and maintains partnerships to advance North Range's mission. Relies on experience and judgment to plan and accomplish goals.

Duties Performed: As a member of the Senior Executive Team, work cooperatively with others to develop and support the vision, mission, and values of the agency. Ensure staff foster agency vision, mission, and values through demonstrated actions and communications within and outside the agency. Provide day-to-day leadership to human resource personnel; plan, direct, and oversee the execution of human resource responsibilities and projects. Oversee the full range of human resource functions including, but not limited to, all benefits programs, HRIS and record maintenance, employee performance management., and classification/compensation practices; consults with executive management in this process. Develop and draft policies and procedures, as necessary, to comply with the agency's mission as well as with state and federal mandates. Review and make recommendations to Executive Management for improvement of the agency's policies, procedures, and practices on personnel matters. Communicate changes in agency personnel policies and procedures and ensure proper compliance. Maintain continuous lines of communication, keeping the Chief Executive Officer informed of all critical human resource issues. Provide interpretation, guidance, and training for supervisors and employees regarding personnel-related rules, issues, trends, and requirements; serve as a resource to staff on all personnel matters. Supervise, conduct, or participate in investigations, interactive processes, mediation, facilitation, and resolution of employee/supervisor disputes; consult with legal counsel as appropriate, or as directed by the Chief Executive Officer, on personnel matters. Plan, design, implement, and evaluate human resource-related initiatives that support organizational and strategic goals. May be called upon to take the lead in special projects that are critical to agency success. In this role as a project director, the Chief Human Resource Officer will work closely with the agency executive and middle management personnel to develop, implement, train, and evaluate success. Education/Credentials:

Bachelor's Degree in human resource management, human relations, organizational management, or related field; or equivalent combination of education and experience. Certification as a Human Resource professional (SHRM or HRCI certification) preferred. Master's Degree preferred. Experience:

10 years of progressively responsible professional leadership experience with at least 5 years of management or director-level responsibilities (i.e., recruitment, selection, classification/compensation, benefits, employment law, strategic planning, and policy development) in a mid to large-sized agency. Experience with budget development and position control procedures. Human resources experience in the non-profit sector preferred. Knowledge of:

All aspects of employment law and human resource best practice. Best practices for program development and enhancement, change management, and effective supervisory/management approaches. Professional and ethical guidelines as outlined by the State of Colorado. Human resource concepts, practices, policies, and procedures. Organizational sensitivity regarding complex relationships with federal, state, and local agencies, government entities, and personnel. Skills/Abilities to:

Read, analyze, and interpret related professional periodicals, journals, financial reports, technical procedures, or government regulations. Apply principles of logic or scientific thinking to a wide range of intellectual and practical problems. Communicate effectively and positively, both orally and in writing, with a wide range of individuals and constituencies. Deal calmly and effectively in high-stress environments, effectively diffuse tense situations. Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness. Relate to staff genuinely and honestly and demonstrate respect for all opinions and ideas. Work with diverse individuals and groups on complex issues and demonstrate professional and political aptitude. Use sound judgment, make efficient and thoughtful decisions, and act with integrity.
