Overview
ENSCO, Inc. is seeking a Program Analyst (Level 2) to support the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Cybersecurity Group within the NAS Security and Enterprise Operations (NASEO) Directorate. This position will contribute to enterprise architecture, cybersecurity engineering, and integration/outreach efforts that strengthen the security and resilience of the National Airspace System (NAS). The selected candidate will assist in developing, analyzing, and maintaining program plans, schedules, and documentation to support enterprise cybersecurity solutions and architecture initiatives. Responsibilities include helping to evaluate system architectures for security compliance, contributing to the development and integration of cybersecurity tools and processes, and preparing briefings, reports, and technical documentation for internal and external stakeholders. The role will also support outreach, planning, and engagement activities with stakeholders across the FAA and partner organizations, ensuring effective communication and coordination on cybersecurity initiatives. Additional duties include assisting with risk assessments, maintaining program and project records, tracking milestones and deliverables, and providing logistical and analytical support for meetings, reviews, and exercises. The position requires collaboration with engineering, operations, and policy teams to ensure program objectives are met on schedule and in compliance with FAA and federal requirements. Bachelor's degree in a related information technology field (may be substituted for 5 years of relevant experience) 15-20 years of experience (Master's degree may substitute for 3 years of experience; PhD may substitute for 7 years) Extensive experience in the development, review, and management of program plans, schedules, and deliverables, including oversight of milestone tracking and performance reporting Proven expertise supporting federal budget formulation, execution, and resource planning, with the ability to provide authoritative guidance on financial and staffing alignment Strong background in program governance, compliance documentation, and configuration management processes, including development and review of technical documentation and audit artifacts Demonstrated ability to prepare and deliver high-quality executive-level briefings, detailed reports, and stakeholder communications Experience leading or supporting cross-functional teams across technical, operational, and policy domains, including engagement with senior government stakeholders Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration platforms (MS Teams, SharePoint, Smartsheets) Strong organizational and leadership skills with the ability to manage multiple concurrent efforts and guide less experienced analysts Ability to obtain and maintain a DoD Secret Security Clearance for which U.S. citizenship is required Qualifications Desired
Experience working with the FAA ATO Direct involvement in OMB budget submissions (e.g., OMB-300), CIT reviews, and other federal budget planning activities Experience assisting with or responding to GAO, OIG, or DHS audits and compliance reviews Exposure to policy management, data call coordination, and risk tracking within federal programs Active Secret security clearance Required Certifications:
