The Civil Engineer assists in managing projects from design conception through construction closeout on a wide variety of project types, primarily waterfront facilities, for both the public and private sector, including port/marina infrastructure and public open space, including associated roadways, amenities, drainage and grading. Duties and responsibilities: Prepares engineering design documents including concept development, feasibility studies, and final construction drawings and specifications. Prepares engineering design by collecting and studying reports, maps, drawings, aerial photographs, and tests on soil composition, terrain, hydrological characteristics, and related data. Assist project manager, or act as project manager, to prepare/review engineering scopes of work and budgets/estimates for proposals and track budget and schedule status; monitor scope of work and scope changes. Interface with clients as needed for successful project delivery and manage client expectations regarding scope, schedule and quality. Coordinate with staff and subconsultants to establish work priorities. Determine project costs by performing quantity takeoffs and calculating labor, material, and related costs. Develop feasibility studies by analyzing engineering design, environmental impact studies, and data assembly. Produce engineering documents by developing construction specifications, plans, cost estimates, and schedules. Familiarity with permitting requirements for San Francisco Bay and northern California regulatory agencies. Monitor project progress, perform on-site inspections, and verify construction quantities to ensure adherence to specifications and safety standards. Provide engineering information by answering questions and requests from clients or agencies. Ensure compliance with federal, state, and local regulations by studying existing and new laws and advising management on actions needed. Supervisory responsibilities: May oversee project personnel.
