We are currently seeking an engaged and passionate professional to serve as Compliance Manager to our Pittsburgh and Maryland regions.

The Compliance Manager is responsible for the compliance requirements of all programs associated with our communities.

In this role, you will focus on compliance with LIHTC, HOME, HUD, (PBV, TBV, and HCV) and PHA. This Compliance Manager is responsible for fostering a positive working environment by utilizing a hands-on approach to create a productive work environment.

Under the direction of the Director of Property Management, the Compliance Manager is responsible for overseeing the compliance requirements of all programs associated with our communities.

This includes LIHTC, HOME, HUD, (PBV, TBV and HCV) and PHA to ensure our communities are compliant.

Essential Functions:

Update, develop and standardize procedural guidelines for administering and maintaining compliance with all affordable housing programs in the portfolio, including but not limited to management, tracking and response procedures for MORs, LIHTC audits, general agency inquiries, and lease-ups.

Pursue and maintain current, comprehensive knowledge of all affordable housing compliance programs present in the current or potential portfolio, ensuring awareness of and procedural guidelines for administering and maintaining compliance with those programs.

Prepare and submit documents, such as Management Plans, Project Status Reports (PSR), Annual Owner Certifications (AOC), Affirmative Fair Housing Marketing Plans, Tenant Selection Plans, demographics and lease packages, etc. for projects in operations and assist as needed for new properties.

Prepare and update Management Certifications to summarize regulatory as well as state, city and local requirements for properties.

Work with Director of PM to design, schedule, carry-out a comprehensive internal audit function with appropriate follow-up to monitor and assure company-wide compliance.

Work with Director of PM to prepare for MOR and other relevant agency audits.

Lead in drafting and reviewing responses to audit findings and provide follow-up to local teams to ensure ongoing compliance.

Provide Trek's management team with requirements for singular or upfront training requirements for sites and corporate employees associated with mitigating identified compliance risk factors.

Partner with Training Manager in assuring that our front-line staff and their managers have up-to-date, comprehensive, training resources to support their operations in the areas above and others as they are identified.

Review training department reports to assure all required training is being taken as scheduled and notify supervisors timely if not the case.

Responsible for on-time rent increase requests for all contract rents.

Ensure that all the correct forms and proper procedures are used for LIHTC compliance, subsidy programs and Housing Authority compliance.

Monitor correct usage of income and rent limits as well as utility allowances.

Ensures each property receives the annual income/rent limits and makes them effective within 90 days of release date.

Ensure each property receives the Utility Allowance schedule from HUD or completes the Utility study and makes them effective within 90 days of release date.

Oversees the waitlists, annual purge, and compliance to the programs.

Responsible for monitoring online compliance reporting for all properties.

Responsible for the on-time completion of the Rent Comparability Study needed for HUD.

Be available or present during any file review to answer questions.

Ensure all properties maintain compliance according to our companies SOP.

Monitor properties to ensure compliance related to EIV standards.

Oversee and track the reasonable accommodation and VAWA team to ensure compliance.

Be a HUD coordinator for the company and oversee related responsibilities.

Be knowledgeable of NSPIRE compliance and response.

These responsibilities are not limited to the above only; there are other duties as assigned.

Education & Experience:

Excellent written and verbal communication skills.

Enhanced computer skills, including Microsoft Office Suite.

Exceptional interpersonal and presentation skills, ability to lead people and get results through others.

Capable of organizing and managing multiple priorities and able to generate and create training solutions.

Incredible customer service skills and the ability to create a customer focused culture.

Ability to analyze workflow and create processes for efficiency and satisfactory MOR/file reviews.

5+ years' experience in Property management Multi-family LIHTC/HUD compliance in a supervisory role.

Knowledge of Maryland HUD & LIHTC required.

Tax Credit/HUD Certification from an accredited institution.

Knowledge of Industry Software including RealPage.

Physical Demands & Work Environment:

The employee is regularly required to move around the building or site.

May require travel dependent on business needs.

Must work under deadlines and ability to meet deadlines.

The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
