BUSINESS PROGRAM ANALYST

Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services (DSS), the Human Resources Administration (HRA), and the Department of Homeless Services (DHS) through strategic partnership and collaboration, aiming to create an inclusive, motivated, and client-centered workforce. The HR Systems Unit provides computer and technical support to HRS staff, including preparing statistical reports, developing system specifications, and responding to employee system issues via Service Now. Human Resources Solutions (HRS)/HR Systems is recruiting for one (1) Associate Staff Analyst to function as a Business Program Analyst, responsible for: Collaborating with senior programming analysts to refine program specifications for new or existing applications. Working with the systems & computer supervisor to troubleshoot hardware and software issues. Meeting with user staff to provide technical information and assistance, and creating documentation and training manuals. Producing detailed and statistical reports to support agency initiatives. Presenting HR data results to leadership, identifying errors, and proposing solutions. Maintaining ongoing reports with internal and external partners. Managing project plans to ensure timely delivery. Coordinating recruitment and onboarding report requests and assisting with special projects. Serving as Citywide Systems Security Officer (SSO), managing security access issues, and ensuring compliance with directives. Minimum Qualifications A masters degree in relevant fields with one year of professional experience, or a baccalaureate degree with three years of experience in related areas such as budget, management, personnel, or public administration. Preferred Skills Intermediate/advanced MS Excel skills. Strong work ethic, attention to detail, and ability to meet deadlines. Excellent organizational, communication, and customer service skills. Ability to work in a fast-paced, team environment and maintain confidentiality. This position is also open to qualified persons with a disability through the 55-a Program.
