Job Description
The Construction Quality Control Manager is responsible for overseeing and enforcing quality control on all aspects of the project to ensure compliance with contract specifications, client requirements, and regulatory standards. This role involves direct coordination with the Project Manager, Superintendent, subcontractors, and client representatives. The position reports directly to the CEO to maintain independence from productivity and scheduling pressures.
Responsibilities
Manage and implement the project’s Quality Control (QC) Plan.
Create, update, and maintain the project submittal log and QC reports.
Review and approve submittals, shop drawings, and material certifications.
Chair and document weekly QC meetings and submit daily QC reports; maintain complete inspection documentation.
Conduct preparatory, initial, and follow-up inspections for each definable feature of work.
Verify subcontractor work meets specifications; issue and track corrective actions for non-conformance.
Schedule and document all required code and third-party inspections.
Coordinate and document testing and commissioning of building systems.
Maintain 'as-built' drawings throughout the project and manage final turnover documentation.
Essential Skills
Federal project quality control experience, ideally with NAVFAC or USACE experience
Certified Construction Quality Management (CQM) for Contractors (USACE/NAVFAC) required or ability to obtain before project start.
Minimum 5 years of experience as a QCM on federal construction projects of increasing complexity.
Minimum 10 years of experience as a Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on $10M+ NAVFAC/DOD projects.
Bachelor’s degree in Construction Management, Engineering, Architecture, or equivalent experience.
Familiarity with Quality Control Software (QCS).
Strong knowledge of EM 385-1-1 safety compliance requirements.
Proficiency in Microsoft Office Suite, Adobe/Bluebeam, and PDF editing.
Ability to read and interpret drawings, specs, and schedules (P6).
OSHA certifications (30-hour minimum), familiar with EM-385.
Client references from federal contracting officers (NAVFAC/DLA 'gold standard').
Safety certifications beyond OSHA (fall protection, heavy equipment, etc.).
HVAC/fire protection/federal-specific technical knowledge.
Experience with site safety responsibility.
Ability to balance strong communication with documentation detail.
Work Environment
This role is based in Tracy, CA, on a federal design/build project, converting part of an existing warehouse into a temperature-controlled storage unit with racking, HVAC, sprinklers, and electrical systems integrated into the existing infrastructure.
Pay and Benefits
The pay range for this position is $130000.00 - $150000.00/hr.
