Hydropower Licensing Manager
Reporting to the Director, US Licensing, the Hydropower Licensing Manager will play a pivotal role in overseeing Federal Energy Regulatory Commission (FERC) and state licensing activities essential for the operational success of hydropower assets. This position carries full accountability for all internal and external facets of the FERC relicensing process.
Key Responsibilities:
Lead the relicensing initiatives, developing strategic plans, preparing FERC filings, managing budgets, and overseeing safety and environmental field studies.
Supervise and coordinate the work of consultants involved in environmental studies and the preparation of necessary filings and applications.
Ensure the successful completion of environmental and engineering studies while performing hydraulic analyses, operations modeling, and economic evaluations related to relicensing.
Collaborate with environmental consultants to evaluate project-related environmental risks and impacts, making recommendations to management.
Facilitate discussions and meetings with state and federal agencies, engaging stakeholders throughout the licensing process.
Commit to promoting safety and sustainable environmental practices at all levels, addressing issues promptly when they arise.
Integrate key aspects of business performance, including public safety, dam safety, company reputation, and environmental stewardship into the relicensing efforts.
Maintain internal communications with teams across legal, regulatory affairs, operations, asset management, community relations, and marketing.
Provide guidance and leadership to various business units on relicensing strategies and requirements.
Develop relicensing proposals focused on optimizing revenue and environmental management.
Build and sustain strong collaborative relationships with stakeholders, allies, and regulatory bodies.
Stay informed about evolving regulatory issues that may impact the business, collaborating closely with other Brookfield staff to address them.
Assess the broader implications of relicensing results on overall business performance.
Qualifications:
Extensive knowledge and experience with federal hydropower licensing requirements and documentation.
Proven expertise in addressing complex licensing challenges within hydroelectric facilities and working with regulatory agencies.
Ability to interpret engineering specifications and effectively communicate technical findings, both orally and in writing.
Proficient in balancing multiple tasks, projects, and demands with strong time management skills.
Demonstrates initiative in establishing and maintaining effective relationships within the organization and with external vendors.
Highly detail-oriented and capable of maintaining organized and accurate documentation.
Exceptional critical thinking and strategic planning skills.
Motivated to work independently as well as part of a team.
Excellent verbal and written communication skills with strong problem-solving abilities.
Proficient in Microsoft Office applications including Excel, Word, PowerPoint, as well as project scheduling and budgeting software.
Experience Required:
Bachelor's degree in engineering, environmental science, or a related field.
A minimum of seven (7) years of experience specifically in the FERC licensing process.
Proven experience in high-level data analysis, impact assessments, and report writing.
Experience in leading teams and influencing stakeholders.
Strong background in regulatory negotiations.
Experience in contract management.
Compensation:
