GIS-Map Developer
GovCIO is currently hiring for a GIS-Map Developer to support the USPS. The responsibilities include working with GIS software and platforms, along with programming languages and tools for web mapping and spatial data management. The role involves analyzing and translating business requirements into efficient geospatial software designs that meet the needs of the organization and align with the business goals and processes. The developer will design and develop mapping applications, including user interfaces and spatial analysis features, and build interactive web maps using web mapping technologies. The role also requires handling and manipulating geospatial data, utilizing GIS software such as ArcGIS and cloud-based platforms for mapping tasks, automating geospatial analysis processes, and customizing GIS software for project needs. Collaboration with stakeholders and team members to ensure database design meets project requirements is also essential. Qualifications include a bachelor's degree with 8+ years of GIS development experience (or commensurate experience) and 5+ years' experience in designing large and complex IT solutions in large organizations. The position requires strong leadership and team-building skills and the ability to collaborate effectively with a group of high-performing individuals as well as leadership. Proficiency in ESRI ArcGIS software for geospatial applications, understanding of geospatial data formats, projections, and cartography, strong problem-solving and analytical skills, effective communication skills, proficiency in programming languages such as Python, Java, JavaScript, and C#, working knowledge of GIS platforms like ArcGIS, QGIS, and web mapping technologies, familiarity with spatial databases and cloud computing services, and knowledge of front-end technologies like HTML, CSS, and JavaScript, as well as frameworks like React, Vue.js, or Angular to develop web-based GIS applications are required. Additionally, working knowledge of one or more of the following qualifications is preferred: GIS principles and spatial data concepts, a degree from an accredited College/University in Computer Science, Information Technology, Management Information Systems, or a related field, knowledge/experience with Agile Methodologies, knowledge/experience of SDLC practices, DevSecOps, Secure Coding practices, and the Solutions Development Framework (Docker, Jenkins, GitLab), experience with Cloud architecture, design and development, knowledge of business process re-engineering principles and processes, Change Management and Configuration Management (VersionOne, ServiceNow, etc), and Application Lifecycle Management (ALM).
