GRADE 15 LOCATION OF POSITION Maryland Department of the Environment Water and Science Administration (WSA) Municipal Wastewater Permit Division 1800 Washington Blvd. Baltimore, MD 21230 POSITION DUTIES
The Regulatory and Compliance Engineer I is an entry-level position that will protect the State water quality standards. The incumbent in this position will learn to implement the requirements of the Federal Clean Water Act by writing wastewater discharge permits, implementing Total Maximum Daily Loads (TMDL), and managing the associated permit issuance process. The Regulatory and Compliance Engineer I will also prepare fact sheets, public notices, and written responses to comments. This position will require the incumbent to meet with applicants and interested parties, conduct and participate in public meetings, and participate in contested case hearings. This position requires the incumbent to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a drivers license with no more than 5 points on their driving record in order to drive a State vehicle. MINIMUM QUALIFICATIONS
Education:
A Bachelor's degree in engineering or architecture from an accredited college or university. Experience:
None. Notes: Candidates may substitute the possession of a Bachelors degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education. DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following: Engineering degree(s) in one of the following disciplines: Civil, Environmental, Water Resources, Chemical, Industrial, Agricultural. Experience using Geographic Information Systems. Experience using Water Quality Model/Simulation software packages. Experience with Microsoft Office Suite applications related to database buildings (Excel and Access). Experience with Google Suite Applications. LICENSES, REGISTRATIONS AND CERTIFICATIONS
