Learn more about us here: https://recipe4health.acgov.org/ THE POSITION R4H is looking for a full-time Program Administrative Specialist who will lead administrative and programmatic activities for the Recipe4Health team. This is a unique position for someone interested in food systems, health, healthcare, policy, county systems and interested in joining a small team doing work to bring healthy food to low-income communities throughout Alameda County and to bring transformational infrastructure to primary care clinics trying to bridge the gap between downstream and upstream care. We are looking for a detail-oriented individual with a basic understanding of or interest in the social determinants of health/poverty, strong writing skills and an ability to work independently and as part of a team. The Ideal Candidate Will Possess: Interest in health, healthcare, food systems, and local government, with preference for individuals with experience in public health or healthcare Highly proficient with Microsoft Suite including Word, Excel, and PowerPoint, Teams Strong writing and communication skills Budgetary and financial record keeping techniques Ability to analyze, synthesize, and distill disparate information and present in curated format in ways that can be understood by broad audiences Previous experience or ability to create clear, easy-to-understand figures, charts, and graphs that can be used in communication materials Detailed-oriented with excellent follow through and ability to meet deadlines while managing multiple priorities Ability to work under time constraints & adapt to changing priorities Responsive self-starter, takes initiative, critical thinker, receives feedback well to continuously improve ability to contribute to the team Works well within a team setting Exercise sound independent judgment within established policies and guidelines ESSENTIAL DUTIES Plans, oversees, reviews and personally performs a variety of administrative services in support of program. Plans and conducts studies through information gathering and obtains required information for analysis, (i.e. conduct literature reviews, survey development, compile survey data and produce reports and fact sheets, lead training content creation). Acts as a liaison for program and attends meetings with program vendors, clinic and other partners. Works with finance to make revenue and expenditure projections for the units budget. Maintains personnel recordkeeping. Coordinates purchasing activities; Prepare invoices and/or requests for payment of services and submit to accounts payable team for processing. Prepare RFP documents and process Purchase Orders in accordance with the Alameda County Procurement Guidelines. Coordinates administration of consultant contracts, ensures that contract provisions are met and appropriate approvals are received. Draft board letters and/or contract documentation according to Alameda County Health and/or County guidelines and policies, work with finance lead to determine if budget adjustments are required. Conduct referral chart review and communicate with clinic partners regarding missing information for referral processing. Manage, track, and respond to incoming authorization determinations, Requests for Information from the health plan and program Appeals. Interpret county policies and provide relevant information and updates to program team. Act as the program meeting coordinator, including scheduling meetings via MS Outlook and/or Teams/Zoom for Chief Medical Officer and for team and partner meetings as needed, reserving rooms and arranging logistics, co-developing agendas, and other materials, tracking attendance, taking and sharing back meeting notes, and creating sharable versions. Assist with R4H project management, including drafting management tools, tracking progress, organizing, updating tools, and utilizing project management software where applicable. Supervise the work of program interns and review work, train and onboard new R4H staff. Manage R4H communications including clinic communications for program updates, general email requests, determination letters in the Alameda Alliance for Health e-fax inbox, newsletters, WordPress based website, social media, and development of social media graphics, and editing training videos to post on the website. Maintain and update electronic files (SharePoint), records, and databases. Operate a variety of office equipment including computers, fax machines and printers; may drive a County or personal vehicle to attend meetings. Other administrative or programmatic tasks as needed, such as organizing travel, filling out reimbursement forms, etc. ADMINISTRATIVE SPECIALIST ii https://www.jobapscloud.com/Alameda/specs/classspecdisplay.asp?ClassNumber=0219&R1=undefined&R3=undefined MINIMUM QUALIFICATIONS EDUCATION: Equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work. (Additional professional or paraprofessional administrative experience may be substituted for the education on a year-for-year basis.) AND EXPERIENCE: Equivalent to one year of full-time professional-level experience in planning and conducting administrative, operational and organizational studies and providing varied administrative support at the level of or higher than that performed by the County class of Administrative Specialist I.
