Appointment may begin approximately November 2025, pending availability of funds and actual staffing requirements. Responsibilities Responsible for a wide range of professional Human Resources (HR) duties to assist supervising HR Manager in ensuring service, compliance, efficiency and maintaining a positive and productive employee relations environment for the College. Ensures continuity of daily coverage for department, resolution and prevention of operational matters for the department, informs supervising HR Manager of critical issues affecting operations and recommends and implements changes as necessary. Reviews, researches and audits all personnel actions which include the establishment or abolishment of positions, and assists in ensuring that proper forms for filling civil service, APT and faculty positions are submitted. Assists with researching, analyzing, evaluating and recommending classification action for positions to be established or re-described. Assists with the reviews and/or research of all aspects of position advertisements to ensure conformance to established minimum and desirable qualification requirements, duties and responsibilities, salary, position title and appropriate format. Ensures that documents for all transactions for assigned area of responsibility, such as new hires, transfers, terminations, retirements and all other personnel transactions have been thoroughly and accurately completed. Reviews appointments and employment forms such as I-9s, benefit forms, etc. to ensure completeness and accuracy. Advises new hires and departments on matters related to I-9 requirements (including certification) and monitors certification/verification of documents to ensure that all departments are in compliance with INS laws. Researches and resolves employee concerns including but not limited to health benefits, procedures, rules and regulations, retirement, leaves, employment status, tuition waiver, payroll and pay adjustments. Reviews and ensures that the maintenance and processing of vacation and sick leave requests, leave without pay, family leave, military leave, etc. are in compliance with collective bargaining agreements and administrative procedures. Responds to employee inquiries, analyzes employee records to determine eligibility for sabbatical leaves, Leave Without Pay, stipends, overloads, probationary credits, summer prorata pay, and other comparable actions. Responds to inquiries and processes appropriate documents relating to pay rates for holidays, overtime, night differential, leaves, temporary assignments, etc. in accordance with collective bargaining agreements and UH policies and procedures. Reviews employee's leave status and in consultation with HR Manager, advises eligible employees of other possible leave options. Researches and prepares appropriate responses to requests for regular and special reports, information, surveys, which include but are not limited to, salary adjustments, ERS and unemployment inquiries in a timely manner. Maintains bulletin board to ensure required postings are current. Distributes current postings to satellite sites. Initiates, develops and prepares customized summary reports as needed using personnel/payroll/financial systems. Prepares all payroll/personnel notification forms for Faculty, APT and Casual appointments using the computerized human resources information system primarily for assigned area and provides assistance to other unassigned areas as needed. Maintains official personnel files. Disposes, archives and/or transfers records in accordance with established rules and regulations. Processes employment transactions, benefits, and documents; reviews for completeness and accuracy. Updates the HR section of the Hawaii CC website and ensures that information is current in accordance with appropriate HR policies, procedures, rules and regulations. Assists in managing the performance review and evaluation processes for APT and Civil Service appointments to ensure timely follow-up and completion. Investigate and hear grievances and complaints as the Chancellor's designee in matters relating to but not limited to sexual harassment, race, color, religion, sex, age, disability, veteran's discrimination, etc. Responsible for compiling and organizing data during fact-finding in various areas such as complaints, grievances, etc. Coordinate the interviewing committees and filling of all vacant positions. Review and recommend for approval all appointments of overloads, lecturers, casual, and emergency hires. Independently drafts and composes memos, letters and forms of communication and reports related to areas of responsibility or as assigned. Performs other related administrative support duties as required. Other duties as assigned.

Minimum Qualifications

Possession of a baccalaureate degree in Human Resources Management, Business Administration, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources functions; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Considerable working knowledge of principles, practices and techniques in the field of Human Resources demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Human Resources. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Ability to communicate effectively both orally and in writing. Experience working with Microsoft Word and Excel.

Desirable Qualifications

Progressively responsible professional experience with responsibilities for human resources functions in a university/college setting wherein functions are multiple and varied. Experience working with a computerized human resources information system, database program, and/or Adobe. Knowledge of employee benefits. Knowledge of position classification and labor relations. Ability to analyze, interpret and apply the principles, rules, regulations and practices relative to human resources and collective bargaining agreements Detail oriented and ability to prioritize multiple duties with demanding deadlines. Demonstrated commitment and/or experience supporting the success of students.
