PATIENT FINANCIAL SERVICES WORKER/EMERGENCY APPOINTMENTS HOMELESSNESS TYPE OF RECRUITMENT: OPEN COMPETITIVE EMERGENCY EXAMINATION NUMBER: b9193C-EA FILING DATES: September 17, 2025, at 8:00 a.m. (Pacific Time). This examination will remain open until the needs of the service are met and is subject to close without prior notice. Job Objective

Department of Mental Health is seeking qualified candidates to fill emergency Patient Financial Services Worker vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Responsibilities

Interview patients or their relatives or representatives to obtain financial and other eligibility data and assist patients in preparing, completing, and processing Medi-Cal and other healthcare program applications. Collect data and enter patient information into the LEADER system and other information systems. Interpret provisions and requirements of governmental healthcare programs to develop beneficial plans for patients and the department. Analyze financial and eligibility data and review medical records to establish patient eligibility for federal, state, and county healthcare programs (e.g., Medi-Cal, Ability-to-Pay Plan, Outpatient Reduced-Cost Simplified Application); complete necessary documents within agency time limits. Determine patients' financial ability to reimburse the County for healthcare services; interview and correspond with patients, relatives, representatives, attorneys, employers, agencies, and insurance companies to obtain, verify, or clarify information, and explain County policies; may secure payments and arrange payment plans. Review and evaluate assets such as deeds, life insurance policies, negotiable securities, and obtain assignments of insurance benefits and third-party liens; determine value. Identify billable resources and healthcare coverage; refer patients to other departments or community resources when appropriate. Review patients' files to pursue collection of delinquent accounts as needed; recommend suspension or transfer to collection services as appropriate. Selection Requirements

Option I: Completion of 60 semester units or 90 quarter units from an accredited college/university AND one (1) year of experience interviewing the public in connection with applications for financial assistance, credit, insurance, medical or hospital services, social security or workers' compensation. Option II: Two (2) years of experience as a Patient Resources Worker interviewing patients or relatives/representatives to determine patients' financial resources to pay for health care services. Option III: One (1) year of experience in the supervision of Patient Resources Workers. You MUST meet the above requirements at the time of filing to be appointed to fill vacancies related to this recruitment. Licenses and Physical Requirements

License: A valid California Class C Driver License or ability to use an alternative transportation method when needed. Physical Class: Light. Administrative and clerical positions with light physical effort; occasional lifting to 10 pounds; some bending, stooping, or squatting; considerable ambulation may be involved.
