Position Summary

The Background Check Specialist will be responsible for coordinating, scheduling, evaluating, and tracking all ORR, OCFS, OMH, DOH and NYS-required background checks. The Specialist will ensure that all pre-employment background checks, clearances needed for transfers, and periodic background check updates are completed timely and accurately throughout the employment process

Essential Functions and Responsibilities:

Obtains the consent form and runs the Staff Exclusion List database request.

Obtains the consent form and runs the Motor Vehicle Record request. Determines if the candidate meets the agency's requirements for drivers as outlined by the agency auto insurance policy.

Conducts reference checks for employment candidates including inquiring of all past employers whether they are aware of any previous misconduct.

Conducts personal reference checks for all potential candidates.

Obtains paperwork and processes requests through the New York Statewide Central Register for Child Abuse and Maltreatment for all new hires.

Determines if an out-of-state Child Abuse and Neglect (CA/N) check is appropriate for each applicant and processes that request if necessary.

Schedules and receives results for pre-employment and annual physicals, PPDs, and drug screenings. Reviews vaccination records for those employees who require them.

Schedules fingerprinting appointments through the NYS Justice Center CBC for OCFS, ORR and OMH programs, and through the CHRC when required.

Tracks and schedules 5-year background check updates (SCR and fingerprints) for ORR program staff. Maintains 100% compliance of background checks completed within the prescribed time frame.

In cooperation with the Talent Management team, coordinates internal transfers to ensure proper training and background checks are completed with respect to each program.

Assists new hires in ORR programs with preparing their resume and accurately completing the Declaration for Federal Employment form (OF360) for Suitability submission.

Reviews Suitability weekly report and status updates; follows up with and provides support to employees accordingly to assist with completion of the process.

Enters required information and documents into the NYS Agency Annual Profile (EVA).

Enters required information and documents into the ORR Program Operation Hub (POH) system.

Updates employee status in various background check databases accordingly in regard to hires, transfers or separations.

Front desk rotation coverage as needed.

Accepts other responsibilities as assigned by the HRIS & Compliance Administrator.

Business Hours: Monday through Friday

Qualifications

MINIMUM Qualifications:

High School diploma or equivalent degree

Minimum of 3 years employment experience

Must complete and pass a pre-employment physical, PPD, and drug screen

Bilingual in English and Spanish required

PREFERRED Qualifications:

Education beyond a High School Diploma

Previous experience in background checks

Previous experience in Human Resources
