Description Phlow is seeking a knowledgeable and detail-oriented Environmental Affairs Coordinator to oversee environmental compliance and regulatory programs supporting pharmaceutical R&D and operations. Reporting to the Corporate Head of EHS & Security, this position will focus on hazardous waste (RCRA), air permitting, industrial wastewater and stormwater management, aboveground/underground storage tanks, and regulatory data reporting. The role ensures compliance with local, state, and federal environmental regulations and will interface directly with cross-functional teams, external business partners, and government agencies. Requirements Regulatory Compliance & Permitting Manage compliance with Resource Conservation and Recovery Act (RCRA) regulations including waste characterization, labeling, container management, and manifest documentation. Support the administration of hazardous waste permits and coordinate hazardous waste pickups, security documentation, and transporter credential reviews. Maintain and update air emissions reporting and ensure adherence to permit limits (VOCs, HAPs); prepare weekly and monthly emission summaries. Assist in compiling data and documentation for State Operating Permit (SOP) compliance, including operating limits, monitoring results, and leak testing records. Support compliance with NESHAP MACT standards and 6V wastewater requirements, including documentation and reporting to stakeholders. Assist in preparation, amendment, and coordination of Risk Management Plans (RMP) per 40 CFR Part 68 when threshold quantities are exceeded. Prepare and issue timely notifications to regulatory agencies and internal stakeholders for reportable releases, permit changes, or non-conformances. Monitoring, Sampling & Data Management Oversee installation, calibration, maintenance, and operation of environmental monitoring systems (air, wastewater, stormwater, and storage tanks). Ensure sampling and analytical testing are performed in accordance with regulatory and site-specific protocols. Collect, analyze, and summarize environmental data for internal and external reporting (including monthly summaries external business partners). Maintain accurate records of emissions, discharges, spills, leak testing, and mitigation actions for at least 3 years per regulatory requirements. Operations Support Participate in Management of Change (MOC) reviews for new equipment, chemicals, and production processes to assess environmental impact. Notify and coordinate with stakeholders on potential environmental permit impacts due to operational changes. Collaborate with Operations, Facilities, and Quality teams to ensure environmental considerations are integrated into all site activities. Maintain procedures and training content related to environmental controls and ensure annual review and employee compliance. Incident Response & Spill Control Lead spill response and notification activities in coordination with external business partners and per site Spill Procedure requirements. Maintain and update the site's Slug Control Plan, stormwater pollution prevention plans, and secondary containment programs. Coordinate with internal responders to address environmental incidents, implement mitigation, and complete corrective actions Qualifications: Bachelor's degree in Environmental Science, Chemistry, Engineering, or a related field. 3+ years of relevant experience in environmental compliance, preferably in pharmaceutical, chemical, or manufacturing industries. Working knowledge of EPA regulations including RCRA, Clean Air Act (CAA), Clean Water Act (CWA), and Risk Management Planning (RMP). Experience with air and wastewater permitting and hazardous waste generator compliance programs. Strong technical writing, communication, and data analysis skills. Familiarity with ISO 14001 and PSM (Process Safety Management) is preferred. Key Competencies: Detail-oriented and proactive in identifying and resolving compliance issues.
