Overview
Planned Parenthood is seeking a bold, strategic, and politically-savvy Vice President of Political & Legislative Affairs to lead federal political and legislative engagement for Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund. The role focuses on advancing Planned Parenthood power and presence in Washington, D.C., by managing relationships with Congress and cross-movement allies, and coordinating with the Action Fund and its related PAC. The Vice President will oversee a dynamic team responsible for legislative affairs, political strategy, and strategic partnerships that advance the federal agenda and protect reproductive freedom. They will report to the Chief External Affairs Officer and serve as a key thought partner, representing PPFA and the Action Fund at the highest levels of government and political engagement. Responsibilities
Lead the strategic direction of PPFA and Action Fund’s legislative affairs to protect and expand reproductive freedom, maintaining power, presence, and influence in Washington, D.C. This includes driving the Hill strategy, legislative engagement, the Action Fund’s endorsements, and PPFEDPAC activities that advance the mission and policy goals. Manage the Political & Legislative Affairs team with a focus on legislative strategies, cross-movement partnerships, and engagement with political committees. Shape and execute PPFA and Action Fund’s congressional engagement strategy in partnership with the National Director of Legislative Affairs, including policy messaging, Hill briefings, and leadership deployment during key moments. Align cross-movement coalition efforts with legislative and political strategy in collaboration with the Senior Director of Strategic Partnerships. Expand and deepen the Action Fund’s engagement with national political committees (e.g., DNC, DSCC, DCCC) and build relationships that advance shared priorities and long-term power, especially for BIPOC and low-income communities. Partner with the Action Fund’s leadership to align legislative and electoral strategies and ensure coordinated campaign efforts that center patients and communities most impacted. Engagement and Operations
Provide oversight over three teams: Strategic Partnerships, Legislative Affairs, and the Political Affairs team. Collaborate with the Office of the President & CEO to identify opportunities for engagement with Congress, political leaders, and key partners, ensuring a visible and influential presence in Washington. Coordinate with the Action Fund’s leadership to maximize policy and legislative impact toward electoral goals and strategy. Coordinate with members of Congress and cross-movement partners and political committees to advance policy and political priorities and maintain a year-round presence in Washington, D.C. Engage with local Planned Parenthood organizations to support their participation in federal advocacy and political activities, ensuring alignment with national priorities and guardrails. Serve as a liaison to national political committees and represent the Action Fund in high-level political and coalition forums to expand its influence across the broader progressive movement. Act as a public spokesperson for PPFA and Action Fund in political, legislative, and coalition spaces, including media appearances and briefings. Collaborate with PPFA’s Litigation and Law team to align legal strategy with legislative priorities and respond to legal and regulatory threats. Engage with PPFA and Action Fund Boards to inform and support their understanding of federal legislative dynamics. Delivery
Drive the President & CEO’s vision to elected officials and policymakers to influence policy and regulatory change. Develop and execute comprehensive issue campaigns that leverage organizing, media, digital, affiliate engagement, data, brand, partnerships, and leadership to advance policy goals and grow the Planned Parenthood brand. Develop strategies to maximize policy-based healthcare financing opportunities to protect and expand access to Planned Parenthood services. Ensure integration across state policy, organizing, advocacy, and litigation teams to build nimble, coordinated strategies aligned with national objectives while meeting regional needs. Provide strategic counsel to the President & CEO and collaborate across leadership to support Planned Parenthood’s long-term political positioning and impact. Performs other duties as assigned. Knowledge, Skills and Abilities (KSAs)
15+ years of progressive experience in political leadership, issue advocacy, organizing, and/or electoral campaign strategy, including team management and conflict resolution through a racial equity lens (required). 10+ years in senior leadership roles within national advocacy or movement organizations, with ability to lead cross-functional teams (preferred). 10+ years experience in managing people and teams (required). Deep understanding of federal and state legislative processes and substantive expertise in reproductive health policy (preferably abortion access and care). Extensive political relationships and trusted networks across government, advocacy, and movement ecosystems with ability to mobilize. Ability to build alignment across legal, organizing, communications, affiliates, and executive leadership to drive integrated campaigns. Exceptional communication and strategic influence skills; experience advising executive leadership and engaging with high-level external partners. Strong systems thinking and adaptive leadership to navigate complexity and high-pressure environments. Working fluency in digital mobilization and data-informed political strategy, including online platforms and real-time analytics. Proven ability to set clear priorities and drive a results-oriented agenda aligned with long-term strategy. Ability to thrive in fast-paced environments with an agile leadership style. Availability for rapid response and off-hours engagement during political escalations or opportunities.
