We are seeking a skilled
Program Analyst - Naval Systems
with deep expertise in Supply Chain Risk Management (SCRM), obsolescence planning, and naval systems lifecycle management. This role supports enterprise-level initiatives within the Department of Defense (DoD), specifically NAVSEA programs, and requires a strategic thinker with strong technical, policy, and analytics capabilities. Responsibilities
Program Management Support:
Lead cross-functional initiatives across over 30 NAVSEA programs, including risk mitigation and redesign of enterprise-level SCRM and obsolescence programs. Develop organizational SOPs that align with executive leadership's strategic objectives. Obsolescence & Sustainment Planning:
Drive long-term sustainment strategies for complex naval radar systems. Analyze obsolescence risk through forecasting, cannibalization rates, technology insertions, and refresh cycles. Product & System Lifecycle Management:
Manage all phases of system lifecycle, from concept development to field deployment and sustainment. Coordinate integration, logistics, and system readiness to meet operational performance goals. Policy & Schedule Development:
Collaborate with internal and external stakeholders—including OEMs and SMEs—to develop Integrated Master Schedules, POA&Ms, executive briefings, and lead recurring stakeholder engagements and inspections. Data Analytics & Reporting:
Perform advanced analytics using Tableau, SQL, and Excel to evaluate system performance metrics such as MLDT, MTTR, and MTBCF. Translate findings into actionable insights to drive availability and readiness improvements. Budget & Financial Oversight:
Manage project budgets including cost estimation, vendor negotiations, and funding allocation. Ensure program execution remains within scope and aligned with financial and contractual constraints. Qualifications
Bachelor's degree in Engineering, Business, Logistics, or a related field 7+ years of program management experience in defense, government contracting, or NAVSEA programs. Demonstrated experience with naval radar systems, obsolescence planning, and lifecycle sustainment. Proficient in data analytics tools (Tableau, SQL, Excel). Strong interpersonal and communication skills; experience briefing senior leadership. Experience with stakeholder coordination, POA&M development, and Integrated Master Schedules. Knowledge of DoD acquisition processes and supply chain risk practices. Preferred
PMP certification or equivalent program management credential. Familiarity with naval radar platforms and logistics engineering.
