Overview
Commodity Jurisdiction Analyst III-536050 with Security Clearance at DNI (Delaware Nation Industries). This role supports the U.S. Department of State, Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC) in regulating defense trade and administering the commodity jurisdiction process under AECA, ITAR, and USML. Responsibilities
Apply knowledge to difficult and complex work related to regulatory analysis of defense articles, services, and technical data. Plan and carry out assignments, resolve conflicts, coordinate with team members, and interpret policy in terms of established objectives. Determine approaches and methodologies for assignments; communicate progress to supervisor and address potentially controversial issues. Draft, review, and edit Notices of Inquiry, Proposed Rules, and Final Rules in collaboration with the Regulatory and Multilateral Affairs division. Identify areas for improvement in ITAR processes, CJ Determination Form (DS-4076), and USXports; develop solutions and publish on the DDTC website via FAQs. Provide Emerging Technology analysis and develop written products for management review and for DTCC CFIUS and L/PM as necessary. Present Department positions to audiences of industry experts and governmental entities, including at least 150 attendees where applicable. Review and draft General Correspondence concerning jurisdiction of commodities; participate in Regulatory Review processes. Assess capabilities of novel technologies for inclusion in regulatory considerations and advise on policy implications. Operate with initiative in environments with scarce guidelines, applying varied processes in a broad range of activities or deep analysis. Qualifications
Bachelor's Degree (or higher) in International Studies with five years of relevant experience. Experience in intelligence, export and import controls and policy. Very good verbal and written communication skills; very good organizational skills and ability to manage multiple tasks. Very good judgment and ability to work with minimal supervision. Ability to deal with a variety of people in a professional, courteous manner. Possess a minimum Secret security clearance. Employment type
