The Project Controls Specialist works with project leaders and project teams to analyze project data and define project schedules to ensure all project milestones are met. They drive the development and maintenance of all project artifacts required to ensure effective short-term and long-term staff forecasting, scheduling, and controls for the project. They will work with the project team to ensure all resources and skills needed based on the project tasks and schedule are recorded and tracked from baselines to closure of the project. They are responsible for configuring the project's internal project performance tracking database to accurately update and status the project schedule, and for analyzing internal and external schedules to present opportunities and deficiencies to project stakeholders. Responsibilities
Engage on the project early in the lifecycle (no later than at award) to fully understand the scope, budget, and key milestones. Assist the Project Leader in developing a Work Breakdown Structure with resources assigned to tasks to establish a baseline resource plan. Manage scheduling of resources to maintain the baseline project schedule. Analyze real-time project data and create baseline vs actual reporting of resources. Measure and analyze schedule variances and define remedies to address variances. Drive development and maintenance of project artifacts for staff forecasting and scheduling. Review the project schedule with the General Contractor if requested by project leadership. Work directly with the Client on a schedule if requested by project leadership. Maintain positive, assertive relationships with project leadership and field supervision to achieve milestones. Qualifications
Working knowledge of a project management system (MS Project or Primavera P6). Understanding of data analysis and how to extract insights from project and resource data. Ability to create project schedules and schedule resources (work items and tasks by hours). Ability to proactively discuss project resource schedules with project leadership. Strong executive-level communication and presentation skills. Ability to learn the workings of all internal M.C. Dean mission-critical systems (Job Connect, EVMS, Timesheets, etc.). Ability to obtain a Secret Clearance. Preferred: Working knowledge of finance systems as relates to project budgets and cost codes; understanding of earned value analysis. Education & Training: Bachelor of Science and/or industry experience with 7+ years in Industrial Engineering, Construction Management, or Systems Engineering; 3+ years with a Master\'s degree. Experience with MS Project or Primavera P6, MS Project Server, Power BI, MS Excel, PowerPoint, Visio, and M.C. Dean applications (Job Connect, EVMS, Timesheets, Accubid, Infralink, Forms).
