About The Position The City of Rockville is seeking a progressive leader with a strong vision for a thriving city. The Director provides leadership, strategic planning, policy direction and operational oversight of all planning and development activities. The role collaborates with the City Manager’s Office and other departments, including Housing and Community Development, Public Works, and Recreation and Parks.
Core Duties & Responsibilities
Full responsibility for department oversight of all programs and services, including budget development and management, and personnel management.
Lead with strategic direction for department programs; develop effective partnerships across the organization and community; support employees through coaching and mentoring.
Lead strategically with internal and external stakeholders; be responsive to the community, City Leadership and Mayor and Council.
Establish and implement strategic work plans aligned with Mayor and Council priorities and the city’s vision.
Oversee administration of the department ensuring equitable access and programmatic integrity.
Advise the City Manager, Mayor and Council on planning and development programs and their implications for the city.
Foster professional relationships with private, county and state agency officials to advance city priorities.
Experience, Knowledge And Skills
Experience and knowledge in streamlining development review processes.
Experience in streamlining inspection services processes and procedures.
Leadership in development or redevelopment of a Town Center/Core; leading a zoning ordinance update; overseeing growth management and high-density/transit-oriented development.
Operational excellence, clear strategic planning, and effective, collaborative leadership.
Accountability for results; strong communication; relationship building with stakeholders; commitment to diversity, equity and inclusion.
Ability to anticipate issues and prepare staff to respond; active listening and inclusive leadership.
Education and Experience
Bachelor’s degree in urban or community planning, public administration, or a closely related field.
Master’s degree in urban or community planning, public administration, or a closely related field is preferred but not required.
Seven (07) years of progressively responsible experience in local or municipal government in community planning and development, or an equivalent combination of education and experience.
AICP certification is preferred.
Must possess or be able to obtain a driver’s license valid in the State of Maryland.
Compensation And Benefits Anticipated hiring salary range for this position is $180,000 - $220,000. The City offers a competitive benefits package including health, dental and vision insurance, group life and long-term disability insurance, Flexible Spending Accounts, paid vacation and sick leave, and participation in the Rockville Employees Retirement System.
